Authorize Kimley-Horn agreement for Ludlam Road design project

RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH KIMLEY-HORN FOR THE LUDLAM ROAD RIGHT-OF-WAY AND SHARE-USE- PATH DESIGN PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued a Request for Proposals for the Ludlam Road Right-of-Way and Share-Use-Path Design Project; and WHEREAS, the Village Manager received proposals by the published deadline; and WHEREAS, a staff evaluation committee has ranked the top proposals as follows: 1. Kimley-Horn 2. RK&K 3. Compelling Solutions 4. Choice Engineering Consultants 5. CHA Consulting

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Manager is hereby authorized to negotiate an agreement with Kimley-Horn for the Ludlam Road Right-of-Way and Share-Use-Path Design Project. Section 2. As a result of the RFQ, five (5) proposals were received by the January 16, 2025, deadline and were ranked as follows: • Kimley-Horn • RK&K • Compelling Solutions • Choice Engineering Consultants • CHA Consulting A staff committee evaluated the proposals based on the firms’ experience and capability, project team and staffing, work plan, references, and completeness of the proposal. Based on these criteria, the committee selected Kimley-Horn. I hereby respectfully recommend the Village Council adopt the attached resolution authorizing the Village Manager to negotiate a professional services agreement with Kimley-Horn for the Ludlam Road Right-of-Way and Share-Use-Path Design project.
