Award $3.42M contract to Metro Express for drainage improvements

RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO Metro Express FOR THE C100 DN-1W DRAINAGE IMPROVEMENTS PHASE 2 PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “C100 DN-1W Drainage Improvements Phase 2” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, Metro Express submitted the most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that Metro Express has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the C100 DN-1W Drainage Improvements Phase 2 Project Invitation to Bid packet in an amount not to exceed $3,315,765.00. The project includes the replacement of ditch bottom inlets with new Swale Inlet Type D-1 structures, the installation of type P-7T and J-7T manholes, the installation of two chamber control structures, and new Swale Inlet Type D-1 structures. Additionally, new 18. & 24. solid pipes, and 24. exfiltration trenches will be installed to connect the inlets to the proposed system. As a result of the ITB, the following three (3) bids were received by the April 18, 2025, deadline: Basile USA $3,418,473.91 Metro Express $3,315,765.00 H and R Paving $3,338,310.05 Based upon staff’s evaluation of the proposals, I hereby respectfully recommend the Village Council adopt the attached resolution awarding the contract for the C100 DN-1W Drainage Improvements Phase 2 project to the lowest Bidder, Metro Express, in the amount of $3,315,765.00.
