Establish Architectural Review Board with membership and governance structure

RESOLUTION NO. 2023-______ A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ESTABLISHING THE ARCHITECTURAL REVIEW BOARD AND PROVIDING FOR MEMBERSHIP; PROVIDING FOR MISSION; PROVIDING FOR OFFICERS, MEETINGS AND REPORTS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Council has amended and updated the Pinecrest Parkway (US 1) Vison Plan; and WHEREAS, the Pinecrest Parkway (US 1) Vision Plan enumerates and describes a series of recommendations formulated to address redevelopment opportunities, land development regulations, landscaping, aesthetics, and architectural design; and WHEREAS, the related and adopted Land Development Regulations require all development within the Pinecrest Business Alternative District to be reviewed and approved by an Architectural Review Board prior to consideration by the Village Council; and WHEREAS, the adopted Land Development Regulations require other development projects located within the Commercial zoning districts adjacent to Pinecrest Parkway and requiring review of a site plan by the Village Council to be reviewed and approved by the Architectural Review Board prior to consideration by the Village Council; and WHEREAS, the Village Council wishes to establish an Architectural Review Board, pursuant to the provisions of Ordinance 2022-15, to work collaboratively with architectural consultants and village staff to formulate recommendations for the Village Council’s consideration;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA AS FOLLOWS: Section 1. That the “Architectural Review Board” is hereby created with the membership of the board to be composed of five (5) members with one appointment per councilmember. All members of the Architectural Review Board shall be residents of the Village of Pinecrest. All appointments to the board shall be for a two (2) year term with terms expiring on September 30th after the second year, unless extended by the Village Council. -2- Section 2. That the Architectural Review Board shall be charged as follows: • Review and make recommendations related to all architectural and aesthetic design elements of those development projects requiring the review and approval of the Village Council, located within the Pinecrest Business Alternative Districts and other commercial zoning districts adjacent to Pinecrest Parkway. • Review all applicable development projects for compliance with the adopted architectural design elements and requirements of the Pinecrest Parkway (US 1) Vision Plan and Land Development Regulations. Section 3. The Architectural Review Board shall, during the first meeting of the board each year, elect a member to act as chairperson. The board may also elect a vice chairperson to preside in the absence of the chair. The board shall also elect a secretary who shall be responsible for providing notice of meetings to the Village Clerk and keeping minutes of said meetings. The board shall meet as needed and shall submit status reports, including all recommendations, to the Village Council. Section 4. This resolution shall take effect immediately upon adoption.
