Councilmember Greenberg recused himself from commenting on items related to the University of Miami due to a conflict of interest. Planning Director Olmsted presented the Council with the Code of Ordinances Proposed Amendments, dated March 10, 2026. The Council made the following changes and directives: • Div 5.22(b)(12) – The original language will remain unchanged. No amendments will be made. • Article V, Div 5.22(b)(13) – Staff will define public park. Parking requirements for public parks will be based on programing and will be determined by the Building and Planning Department. Council directed staff to explore potential incentives for the installation of fast-charging stations for electric vehicles. • Article V, Div. 5.22 – Include incentives for bicycle parking/rack for existing establishments, with bicycle parking to be located in proximity to the business • Article V, Div. 5.22 – The term rodent will remain in the proposed language • Article V, Div 5.22(r)(2) – The proposed language will be amended to read: “same site under the same ownership.” • Article VII, Div 7.16 – Subject to confirmation of legal requirements, an amendment will be included to allow digital changeable gasoline price signs for gas stations only. • Article VII, Div 7.16 – The application process will be removed. Councilmember Greenberg will work with staff and consult with schools regarding proposed language. • Article VII, Div. 7.16 – The Village Attorney will provide additional information regarding the potential removal of restrictions on political signs. • Article VI, Div 6.1.3(m) – This section will not be included in the proposed amendments • Article IV, Div. 4.3 – The alcohol consumption approval process will be amended to allow approval by the Building and Planning Department for businesses located within commercial zoning districts along South Dixie Highway. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING SECTION 36- 1(C) OF THE CODE OF ORDINANCES RELATING TO SPEED LIMITS IN THE VILLAGE OF PINECREST; PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE AND AN EFFECTIVE DATE. Pablo Chon Kan, representing the village’s consultant, addressed the Council. The planning director and police chief also addressed the Council. The mayor opened the public hearing. The Council made the following changes and directives: • Chapter 30, Article V, Div 5.16 – Staff will add language that allows for an administrative process to permit for gravel. • Chapter 30, Article V, Div 5.19(c)(12) – The proposed language will be amended to read: all receptacles must be removed from the curbside within 24 hours after during the same day of pickup. • Chapter 30, Article V, Div 5.19(k) – Staff will add language to say that contractors are responsible to avoid and mitigate damage from the construction and would be responsible for repairs when the documented damage is being caused.
