SPECIAL MEETING MINUTES TUESDAY, MAY 3, 2022, 10:00 A.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA The special meeting was called to order by the mayor at 10:00 a.m. Present were the following: Councilmember Shannon del Prado Councilmember Anna Hochkammer Councilmember Doug Kraft Vice Mayor Katie Abbott Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman The mayor led the Pledge of Allegiance. The Council re-scheduled the regular meeting of June to Wednesday, June 8, 2022, at 6:00 p.m. The clerk read the following ordinance, on first reading, by title: ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING AND RESTATED ORDINANCE NO. 2022-7; AUTHORIZING THE BORROWING OF MONEY AND THE ISSUANCE OF DEBT IN AN AMOUNT NOT TO EXCEED $4,300,000 FOR THE PURPOSE OF FINANCING THE CONSTRUCTION AND ACQUISITION OF CERTAIN CAPITAL PROJECTS; AND PROVIDING AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Village Council Joseph M. The motion was seconded by Vice Mayor Abbott and adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The clerk announced the second reading for May 10, 2022. The Council discussed hiring an additional lobbyist. The Council discussed the provisions of creating a municipal fire department. The Council directed the manager to provide previous studies for their review. (2022-33) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO NEGOTIATE AND EXECUTE AN INTERGOVERNMENTAL AGENCY AGREEMENT WITH MIAMI-DADE COUNTY FOR WRAPPING OF TRAFFIC SIGNAL MAST ARMS AND POLES OPERATED AND MAINTAINED BY MIAMI DADE COUNTY; PROVIDING FOR AN EFFECTIVE DATE. (2022-34) Councilmember Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. AGENDA/ORDER OF BUSINESS: The Council heard the following items out-of-order without objection: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RECOGNIZING THE GROWING PROBLEM OF ANTISEMITISM IN AMERICA AND ADOPTING THE INTERNATIONAL HOLOCAUST REMEMBRANCE ALLIANCE WORKING DEFINITION OF ANTISEMITISM AS AN IMPORTANT EDUCATIONAL TOOL TO ADDRESS IT; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Rabbi Jeremy Barras and American Jewish Committee Director Brian D. Siegal addressed the council. Councilmember Hochkammer made a motion to adopt the resolution. The motion was seconded by Councilmember del Prado. Resolution 2022-35 was adopted by a unanimous voice call vote. SPECIAL PRESENTATIONS: Youth Advisory Council (YAC) Chair Lucas Hudson addressed the Council and spoke about the YOUth Series’ focus on mental health and the need to erase stigma and raise awareness. The Council issued a proclamation recognizing May as Mental Health month. May 10, 2022 Village Council Meeting Page 3 of 7 #Pinecresting Erin Emmons, of Kimley Horn, the Village’s consultant, made a presentation regarding the Pinecrest Community Dashboard, that will be added to the Village website to provide meaningful data about the Village’s services. V. ORDINANCES: The village clerk read the following ordinance, on first reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE PINECREST CODE OF ORDINANCES, CHAPTER 30, LAND DEVELOPMENT REGULATIONS, ARTICLE 9, RULES OF CONSTRUCTION AND DEFINITIONS; PROVIDING FOR AMENDMENT AND ADOPTION; PROVIDING FOR INCLUSION IN THE VILLAGE OF PINECREST CODE OF ORDINANCES; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Planning Director Stephen Olmsted addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Kraft made a motion adopting the ordinance on first reading. The motion was seconded by Councilmember del Prado and adopted by a unanimous roll call vote. The manager addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Kraft made a motion adopting the ordinance on first reading. The motion was seconded by Councilmember del Prado. Ordinance 2022 - 9 was adopted by a unanimous roll call vote. REPORTS AND RECOMMENDATIONS: Councilmember Hochkammer discussed the possibility of establishing a system of concurrency with neighboring cities for landscaper annual registration. It was the consensus of the Council for the manager to prepare and provide a benchmark of neighboring city criteria. The permit application process was also discussed by Councilmember Hochkammer. The website’s technology is being improved as mentioned by the manager. A report of the improvements was requested from the manager. A grant for Special Olympics was proposed by Councilmember Kraft. The Council unanimously directed funding for Special Olympics from council's community grant budget in the amount of $5,000. The manager submitted the following communiques and reports to the Council: • April 2022 Follow-up Report • Monthly Departmental Reports • Freebee Report • Employee Vaccination Update The manager considered whether or not the vaccine and testing site should be removed. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, SUPPLEMENTING ORDINANCE NUMBER 2022-10, ENACTED ON MAY 10, 2022, WHICH AUTHORIZED THE BORROWING OF MONEY; AUTHORIZING THE ISSUANCE OF ITS $4,300,000 CAPITAL IMPROVEMENT REVENUE NOTE, SERIES 2022, FOR THE PURPOSE OF FINANCING THE CONSTRUCTION AND ACQUISITION OF CERTAIN CAPITAL PROJECTS, AS MORE FULLY DESCRIBED HEREIN; AUTHORIZING THE NEGOTIATED SALE OF SUCH NOTE TO WEBSTER BANK, PURSUANT TO THE TERMS AND CONDITIONS OF A LOAN AGREEMENT BY AND AMONG THE FLORIDA MUNICIPAL LOAN COUNCIL, THE VILLAGE OF PINECREST, FLORIDA, AND WEBSTER BANK; APPROVING THE FORM OF AND AUTHORIZING THE EXECUTION AND DELIVERY OF THE LOAN AGREEMENT; MAKING CERTAIN OTHER COVENANTS AND AGREEMENTS IN CONNECTION WITH THE ISSUANCE OF SUCH NOTE; AND PROVIDING AN EFFECTIVE DATE. PLANNING: The following quasi-judicial proceeding was held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain: HEARING #2022-0111-1. KENDALL IMPORTS, LLC (APPLICANT) IS REQUESTING THE VILLAGE COUNCIL’S FINAL DETERMINATION OF ARCHITECTURAL HARMONY AND APPROVAL OF THEIR REQUEST TO INTERNALLY ILLUMINATE THE EXISTING ENTRANCE PORTAL AT THE FRONT OF THE KENDALL TOYOTA AUTOMOBILE DEALERSHIP, LOCATED AT 10943 PINECREST PARKWAY, FLORIDA, WITHIN THE BU-1A GENERAL BUSINESS DEVELOPMENT, AND BU-2, SPECIAL BUSINESS DEVELOPMENT ZONING DISTRICTS.
