Communications Matthew Hege, MHCP Colab, Project Consultant Melissa Hege, MHCP Colab, Project Consultant Matt Manda, Architect, Project Consultant OFFICIAL ACTION: Stephen Olmsted, Planning Director, welcomed the Committee and introduced Pinecrest Staff and Consultants. Committee Members introduced themselves. Mayor Joe Corradino, former Mayor Cindy Lerner, and former Village Councilmember James McDonald were in attendance. Nominations for Committee Chairperson and Vice-Chairperson were considered. Victoria Trucco nominated John R. Medina for Chair. The motion was seconded by Jose Casanova. The Committee confirmed John Medina as Chair. Jose Casanova nominated Victoria Trucco for Chair. The motion seconded by Jose Casanova. The Committee confirmed Victoria Trucco as Vice-Chair. Mayor Corradino highlighted some objectives relative to planning for the update of the Pinecrest Parkway (US 1) Vision Plan, discussed planned transit improvements and emphasized the importance of connectivity, walkability, sustainability, and economic sustainability. Project Consultants Melissa Hege and Mathew Hege provided a review of the project schedule and scope. Chairman Medina inquired about the character of Pinecrest Parkway and mentioned the importance of maintaining Pinecrest’s established character. Vice Chair Trucco inquired about Miami-Dade County’s SMART plan. Mayor Corradino responded. Roney Mateu talked about the uniqueness of Pinecrest and stated the importance of maintaining Pinecrest’s established character. Former Councilmember James McDonald discussed the history of his involvement in Transportation issues related to the Village of Pinecrest and the history of the Bus Rapid Transit (BRT) project. Vice Chair Trucco asked about the synchronization of traffic lights. Former Councilmember McDonald explained that lights would be synchronized and that barriers would be deployed at intersections as buses approach to keep vehicles a safe distance from vehicular traffic. Chairman Medina stated that he was pleased that the BRT improvements would represent the “gold standard”. Member Mateu inquired about Miami-Dade County’s involvement in land use adjacent to Pinecrest through the proposed RTZ Ordinance. Mayor Corradino explained the history of the County’s involvement through “Westward Ho”, the Urban Development Boundary, the former RTZ Ordinance proposal, and the new RTZ Ordinance. Member Mateu asked how pedestrians on the west side of US 1 would connect to transit stations on the east side of US 1. Pedestrian bridges and tunnels were discussed. Chairman Medina indicated that a proposed profile or cross-section of Pinecrest Parkway should be developed. Member Casanova indicated that development on the west side of US 1 would impact the east side of US 1. Consultant Melissa Hege asked Committee Members to review the 2012 Vision Plan and develop a list of traits and characteristics of US 1 that the Committee likes and dislikes. Former Councilmember McDonald suggested the Committee should focus on the east side of US 1. Former Mayor Cindy Lerner questioned the practicality of locating a transit station at SW 104 Street and suggested the Committee should focus primarily on the areas of Pinecrest Parkway adjacent Kendall Drive and SW 136 Street. Ken Fairman discussed the process involved in development of the 2012 Pinecrest Parkway (US 1) Vision Plan and plan recommendations. Lauria Hayard indicated she is happy the Committee has been appointed. Mayor Corradino told the Committee that the Miami-Dade County RTZ Ordinance would require completion of local municipal plans and ordinances that are consistent with RTZ Ordinance requirements within 2 years. John Steinbauer encouraged the Committee to keep the residents’ concerns and needs foremost in mind. Laura McNaughton encouraged the Committee to maintain the Village’s established height limits and to avoid residential use of land in the commercial corridor.
