REGULAR MEETING MINUTES TUESDAY, JANUARY 14, 2024, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR LANDSCAPE MAINTENANCE OF PINECREST PARKWAY (US 1); PROVIDING FOR AN EFFECTIVE DATE. (2025-1) The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the consent agenda items. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. There were no speakers present. Vice Mayor Greenberg made a motion adopting the minutes with the following amendment to the minutes of December 10, 2024, Item VIII. Resolutions, page 7 of 8: Councilmember Abbott del Prado made a motion to approve the resolution. The motion was seconded by Vice Mayor del Prado Councilmember Fairman. Resolution 2024-185 was adopted by a 5 – 0 voice vote. The vote was as follows: Councilmembers Abbott del Prado, Fairman, Hochkammer Meyer, Vice Mayor del Prado Greenberg, and Mayor Corradino voting Yes. The motion was seconded by Councilmember Meyer. The minutes were adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING PARKING RESTRICTIONS ALONG MOSS RANCH ROAD FROM SOUTHWEST 120 STREET TO APPROXIMATELY 500 FEET SOUTH OF SUNCREST DRIVE, PURSUANT TO ORDINANCE 2001-6; PROVIDING FOR AN EFFECTIVE DATE. The police chief addressesd the council. The mayor opened the public hearing. There were no speakers present. Councilmember Fairman made a motion adopting the resolution. The motion was seconded by Councilmember del Prado. Resolution 2025-2 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion to defer the matter to a future meeting. The motion was seconded by Vice Mayor Greenberg and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO STAR PAVING CORPORATION FOR THE SIDEWALK FLAGS REPLACEMENT PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Patricia Brid, 6280 Southwest 88 Street; Pinecrest. Councilmember del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Fairman. Resolution 2025-3 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Meyer and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH MILIANI CONSTRUCTION CORP. FOR THE KENDALL DRIVE SHARED USE PATH CONSTRUCTION PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the council. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Elton Aguilera, on behalf of STARS Miami, made a presentation to the Council outlining the organization's initiatives and efforts in Pinecrest. Danny Mazer, of the Village’s Youth Advisory Council (YAC), made a presentation regarding the activities of the group in the past year. Each of the YAC’s members also made presentations. There were no additional presentations. VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2023-2024 OPERATING AND CAPITAL OUTLAY BUDGET (4th QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember del Prado made a motion to approve the ordinance on Second Reading. The motion was seconded by Vice Mayor Greenberg. Ordinance 2025-1 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Councilmember del Prado had a discussion regarding the co-designation of a street. Eric Smith addressed the Council, 11501 Southwest 69 Court, Pinecrest. The council unanimously directed staff to draft the resolution for consideration at future meeting. January 14, 2025 Village Council Meeting Page 5 of 6 #Pinecresting The manager submitted the following communiqués and reports to the Council: • December 2024 Follow-up Report • Monthly Departmental Reports • Peafowl Update Report • Freebee Update • Gulliver Prep Annual Enrollment Certification Councilmember Meyer provided an update on the SW 136 Street Bridge Project and informed the group that a dedicated webpage has been created for citizens to access information on the village’s website. The Manager presented updated reports, highlighting a new format and the introduction of new reports. The following addressed the Council: Riva Steinman, 6420 Southwest 135 Drive, Pinecrest. The manager provided an update on the art for SW 120 Street and Old Cutler Road. The mayor opened the public hearing. The following addressed the council: Jose Hernandez, 5701 Southwest 88 Street; Eric Smith, 11501 Southwest 69 Court; Patricia Brid, 6280 Southwest 88 Street; Riva Steinman, 6420 Southwest 135 Drive; Ralph Sanchez, 8360 Southwest 135 Street; and Raquel Cabo, 10300 Southwest 60 Avenue, Pinecrest. It was the consensus of the Council to proceed with the design of Concept #3 with minor modification. Vice Mayor Greenberg discussed complaints regarding traffic and parking issues around Pinecrest Elementary School during drop-off and pick-up times. Councilmember Meyer proposed using alternative transportation options to alleviate traffic. The attorney announced the appointment of Roger Pou as a partner in the firm. The council scheduled an on-site special meeting for January 28th, 2025, at 9:00 a.m. VIII. RESOLUTIONS: There were no resolutions considered by the Council. IX. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Assistant Village Clerk Nicole Tobias Village Attorney Mitchell Bierman The manager presented the 2024 Strategic Plan and discussed with Council goals and key-intended outcomes of the following six pillars of plan: • Organizational Excellence and Financial Stability • Secure and Safe Community • Residential Character and Community Enhancement • Recreation and Culture • Environmental Sustainability • Transportation and Pedestrian Mobility The Council directed the manager to amend specified goals and key intended outcomes in preparation for drafting the 2025 Strategic Plan. January 24, 2025 Village Council Workshop Page 2 of 2 #Pinecresting The manager presented discussion items to the Council. January 28, 2025 Village Council Special Meeting Page 2 of 2 #Pinecresting The Mayor and Council engaged in discussions with attendees on several key topics, including: • Identifying strategies for improving water quality • Enhancing beautification efforts through increased native plantings and minimizing tree cutting or removal • Implementing measures to discourage parking or making improvements to reduce the area’s appeal for parking • Ensuring the privacy of neighboring properties is maintained • Exploring solutions for improving drainage systems The Council had a discussion. Pinecrest Police Captain Cruz provided information regarding the Pinecrest Crime Watch program consisting of 37 groups.
