(2024-55) The mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting the consent agenda items as amended to add a special magistrate. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: There were no presentations. VI. BUDGET HEARING: The Council discussed the following matters relating to the 2024-2025 Operating and Capital Budget at 6:00 p.m. time certain: The manager made a brief presentation regarding the millage rate and proposed budget. The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING THE TENTATIVE MILLAGE RATE OF THE VILLAGE OF PINECREST FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2024 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL); SETTING A DATE FOR A FINAL PUBLIC HEARING TO ADOPT THE FINAL MILLAGE RATE; PROVIDING FOR PUBLICATION OF PUBLIC NOTICE; PROVIDING FOR AN EFFECTIVE DATE. September 10, 2024 Village Council Meeting Page 4 of 8 #Pinecresting The clerk announced that the proposed tentative millage rate of 2.3500 was 9.25% greater than the roll-back rate of 2.1511. The mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting the resolution and setting the millage rate at 2.35. The motion was seconded by Vice Mayor del Prado. Resolution 2024-42 was adopted by a 5 – 0 roll call vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. The clerk announced that the public hearing to adopt the final millage rate is scheduled for September 17, 2024. The clerk read the following ordinance, on first reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING AN OPERATING AND CAPITAL OUTLAY BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2024 THROUGH SEPTEMBER 30, 2025 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL); UPDATING THE CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Vice Mayor del Prado made a motion adopting the ordinance on first reading. The motion was seconded by Councilmember Abbott and adopted by a unanimous roll call vote. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, COMPREHENSIVELY AMENDING THE VILLAGE CODE OF ORDINANCES TO ALLOW PUBLICATION OF LEGALLY REQUIRED ADVERTISEMENTS AND NOTICES TO BE MADE IN ANY MANNER PERMITTED UNDER FLORIDA LAW, INCLUDING THROUGH PUBLICLY ACCESSIBLE WEBSITES; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council. The mayor opened the public hearing. There were no speakers. Vice Mayor del Prado made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember Abbott and adopted by a roll call vote as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. The clerk announced the second reading for October 8, 2024. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE FUTURE LAND USE MAP OF THE VILLAGE OF PINECREST COMPREHENSIVE DEVELOPMENT MASTER PLAN FOR THE PROPERTY LOCATED AT 11855 SW 60 AVENUE (FOLIO No. 20-5012- 008-0150); AMENDING THE FUTURE LAND USE CLASSIFICATION FROM EU-1, RESIDENTIAL ESTATE TO PR, PARKS AND RECREATIONAL FACILITIES; PROVIDING FOR INCLUSION IN THE COMPREHENSIVE DEVELOPMENT MASTER PLAN; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The Council discussed the following ordinance on second reading: AN AMENDING THE VILLAGE’S OFFICIAL ZONING MAP FOR THE PROPERTY LOCATED AT 11855 SW 60 AVENUE (FOLIO NO. 20-5012- 008-0150); AMEDING THE ZONING CLASSIFICATION FROM EU-1, RESIDENTIAL ESTATE TO PR, PARKS AND RECREATIONAL FACILITIES; PROVIDING FOR INCLUSION IN THE CODE OF ORDINANCES; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. The planning director addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Hochkammer made a motion to approve the ordinance on Second Reading. The council had a discussion regarding the Peacock Mitigation Program. Councilmember-elect Ariel Meyer introduced International Relations Manager Chris Bruntlett, who represented the Dutch Cycling Embassy and gave a presentation to the Council. Vice Mayor del Prado discussed with the Council the efficiency of meetings and member communication, and made recommendations, including the relocation of informational/educational presentations and the requirement that when a councilmember requests additional information for consent agenda items, it be shared with the rest of the Council prior to the meeting to ensure that all members have the same information. The manager was directed to do individual follow-ups with each Councilmember to determine if there are any changes to be made. Councilmember Fairman had a discussion with the Council regarding residents near Coral Pine Park who expressed confusion over the addition of a full-size court to construction plans that had previously excluded it. The Council unanimously agreed to stand by their decision to proceed with the approved plans. The following addressed the Council: Harry Speizer, 10001 Southwest 70 Avenue; Abraham Benyunes, 10200 September 17, 2024 Village Council Special Meeting Page 3 of 3 #Pinecresting Southwest 70 Avenue; Charlie Bibb, 13191 Southwest 72 Avenue; Diane Kramer, 10201 Southwest 69 Avenue; Vanesa Meline, 10300 Southwest 70 Avenue; Sheri Speizer, 10001 Southwest 70 Avenue; and Lisa Maguire, 11801 Southwest 68 Court, Pinecrest. The manager presented the Council with conceptual drawings for Veterans Wayside Park improvements. The Council unanimously directed the manager to proceed with the concept plans, with the exception that the playground be patriotically oriented as opposed to military themed. The manager presented a request for an administrative decision appeal regarding a code violation complaint issued to the property owner of 11950 Southwest 73 Avenue. Diane Grusky, the owner, addressed the Council. Antonio Assumpcao, 11995 Southwest 73 Avenue, also addressed the Council. The mayor opened the public hearing. There were no speakers. The Council unanimously directed the manager to proceed with the code as it now stands.
