Award Cypress Hall Deck Project bid to Shovel Construction

RESOLUTION NO. 2023- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO SHOVEL CONSTRUCTION FOR THE PINECREST GARDENS CYPRESS HALL DECK PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “Pinecrest Gardens Cypress Hall Deck” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, the Village Council authorized the award of a bid at the October 10, 2023 meeting, in the amount of $177,700 to the J. Palmer Group, and a representative from that company informed the Village at approximately 5:30 p.m. (after regular office hours but before Council action), that they were withdrawing their bid from consideration; and WHEREAS, Shovel Construction submitted the second (2nd) most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that Shovel Construction has submitted the second (2nd) most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the Pinecrest Gardens Cypress Hall Deck Project Invitation to Bid packet in an amount not to exceed $261,419.52 effective retroactively to October 17, 2023. Section 2. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 14th day of November, 2023. Joseph M. Palmer Group for the construction of the Pinecrest Gardens Cypress Hall Deck. A representative from that company informed the Village at approximately 5:30 p.m. (after regular office hours but before Council action), that they were withdrawing their bid from consideration. Consequently, I respectfully recommend the Village Council award of the construction contract to the 2nd lowest bidder, Shovel Construction for a cost of $261,419.52 effective retroactively to October 17, 2023. /yg
