Award solid waste and recycling services contract to Waste Connections

RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO WASTE CONNECTIONS OF FLORIDA FOR THE SOLID WASTE AND RECYCLING SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “Solid Waste and Recycling Services” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, Waste Connections of Florida submitted the most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that P&P Contracting, Inc. has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the five (5) years contract for Solid Waste and Recycling Services to the lowest responsive and responsible bidder, Waste Connections of Florida, for the total amount of $450,476.42, break down as: (Y1-$81,524.88, Y2-$85,601.12, Y3-$89,881.18, Y4-$94,375.24, Y5-$99,094.00). The services are to furnish the solid, non-hazardous waste and recyclables collection and disposal services and/or equipment to four (4) active parks, one (1) Pinecrest Gardens Park, one (1) Community Center, and one (1) Public Works Department. The work involved with the service shall include, but may not be limited to, the furnishing of all labor, materials, tools, equipment, machinery and superintendence necessary for the service. As a result of the ITB, the following two (2) bids were received by May 26, 2026, deadline: Waste Management Inc. of Florida $488,664.28 Waste Connections of Florida $450,476.42 Based on staff’s evaluation of the proposals received, I respectfully recommend that the Village Council adopt the attached resolution awarding the five (5) years contract for Solid Waste and Recycling Services to the lowest responsive and responsible bidder, Waste Connections of Florida, for the total amount of $450,476.42, break down as: (Y1- $81,524.88, Y2-$85,601.12, Y3-$89,881.18, Y4-$94,375.24, Y5-$99,094.00.)
