RESOLUTION NO. 2024- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH HDR ENGINEERING, INC. FOR MISCELLANEOUS CIVIL ENGINEERING DESIGN SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Hollywood conducted a competitive bidding process for the procurement of consulting engineering services and awarded a bid to HDR Engineering, Inc.; and WHEREAS, pursuant to Section 2-287 of the Code of Ordinances, the Village Manager is authorized to execute contracts, as entered into by other governmental authorities, provided that the governmental authority has followed a competitive bidding procedure leading to the award of the bid or contract in question; and WHEREAS, the Village Manager wishes to enter into a contract with HDR Engineering, Inc. for stormwater management services;

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager, pursuant to Section 2-287 of the Code of Ordinances, to “piggyback” on an existing contract between City of Hollywood and HDR Engineering, Inc. (RFQ-042-23-JJ), and enter into an agreement with HDR Engineering, Inc.; for miscellaneous civil engineering design services in amount not to exceed $400,000. Section 2. The original contract was entered into by the City of Hollywood, Florida on December 11, 2023 following the process mandated by
055, F.S., the Consultants' Competitive Negotiation Act, Florida Administrative Code and the Pinecrest Procurement Policy. The professional services procurement process involves a prequalification process, advertisement, and competitive selection of professional services consultants based on qualifications (RFQ), followed by negotiations to establish a fair, competitive and reasonable fee for the desired services. By approving the piggy-back contract, the Village can proceed with the design of miscellaneous Stormwater Master Plan projects, as well as other public works projects, provided that the necessary funds are available in the approved annual budget. We have customized our team approach to meet the City’s needs and follow an established process with the City’s project managers, resulting in a strong sense of project ownership, allowing project managers to establish baselines and measurement procedures to minimize setbacks. Jorge Camacho will support Mario as our Task Order Project Manager and manage specific project assignments to deliver high-quality deliverables in a timely and cost-effective manner. Jorge and Mario are supported by a team of resources with the depth and skill sets that span the range of projects that may be needed for this contract. Stormwater pump stations were proposed in both the Dorsey- Riverbend and Progresso Village neighborhoods to alleviate flooding issues in upstream areas, which are caused by capacity and conveyance constraints within the existing drainage system. JCW has to consider expansion, aging infrastructure, maintenance, renewal, and knowledge transfer, but also the execution of WWTF capital projects and wet weather capacity enhancement initiatives. These programs result in more than $2B in upcoming investment needs that require an effective prioritization process that balances water quality, customer service, and program execution with regulatory and ratepayer expectations. This Master Plan improved or expanded the potable water, sanitary water, and reclaimed water systems over the next 20 years. The project involved collection and review of as-built drawings and newly-acquired survey data, evaluation of water demands, wastewater flows, and projection of system demands and flows within the planning period by conducting hydraulic and water quality modeling of the water distribution and wastewater collection systems. HDR Engineering, Inc. (HDR) provides our clients with a fresh, holistic utility management approach to identify and implement forward thinking, economical solutions to these challenges. HDR has served as an extension of the multiple municipalities and agencies for over 20 years and has successfully supported the development of multiple projects in water, wastewater, reuse and stormwater ranging from water main extensions to complex treatment plant design. The intent of this section is to detail HDR’s understanding of challenges and potential solutions the City of Hollywood may face over the course of this General Engineering Services Agreement. CHALLENGES HDR BENEFITS TO CITY OF HOLLYWOOD The Southeast Florida area, like most of the state, continues to experience significant population and economic growth. The effects of rising sea levels and climate change are increasing the need for sustainable infrastructure. The airport-to-seaport connector and other investments in tourism and industrial sectors, will continue to increase demand for water and sewer services in the City of Hollywood. HDR and our proposed staff have been involved with the Southeast Climate Compact’s efforts to address and plan for rising sea levels and sunny day flooding. In fact, our proposed PM helped author version 3.0 of the Water Regional Action Plan. HDR will leverage these relationships, and the efforts of the Compact to help the City of Hollywood stay ahead of the curve using the best available data and solutions as the City continues to invest in making infrastructure improvements. Environmental regulations in Florida continue to evolve and strain utility resources. USEPA’s revised Lead & Copper Rule and FDEP’s mandate for the beneficial reuse of treated effluent are just two examples of regulatory challenges faced by water/wastewater utilities. New regulations concerning PFAS and biosolids management will create additional challenges very soon. HDR is at the forefront of water research and policy in Florida, and across the U.S. We currently provide strategic communications services to the Florida Water Environment Association Utility Council (FWEAUC). Nationally, we are developing nutrient management guidance for the Water Research Foundation (WRF) and Lead & Copper Rule Revision public outreach materials for the American Water Works Association (AWWA). We can help the City of Hollywood navigate fluid regulatory challenges. Planned transportation improvements will continue to conflict with existing water, sewer, reuse and stormwater infrastructure locations. Next, HDR will work with appropriate City staff to visit sites and request relevant information to advance the scope development. Based on this information, HDR will prepare a detailed scope of work, labor- hour level of effort, delivery schedule, and not-to-exceed budget (fee) for the City’s review and approval. Overall Project Execution Upon the City’s approval of the scope and fee, our Task Project Manager will prepare the Project Management Plan (PMP) in coordination with our key personnel. The PMP is an important document that identifies the project requirements, including the Operations Plan, Communications Plan, Production Plan, and Quality Assurance/Quality Control (QA/QC) Plan. Project Management Plan (PMP) The PMP will be used to confirm that all project team members understand City project requirements and that all parties are starting the project with the same understanding. An Action Item Checklist is used as a management tool to track the project Team’s responsibilities and due dates. HDR Task Project Managers use state-of-the-art tools which provide critical, real-time project information, including labor costs, expenses, staff availability and assignments, accounts receivable, QC, scheduling, earned value reports, and project reviews. For all project assignments, we will provide the City Project Manager with a monthly Project Status Report, which will identify updated schedules as status (as appropriate), budget analysis, and projected monthly work tasks. Task order contracts often demand periods of high activity, with multiple assignments running concurrently or at different points along the project pipeline. We will work with your Project Managers to provide a rapid response during multiple assignments and meet schedules. HDR measures the progress of project objectives in real-time, which allows us to reach the objectives and, if necessary, take appropriate preemptive actions. This continuous process anticipates and prevents potential problems, keeping projects on schedule. A Work Breakdown Structure (WBS) is developed for each project assigned to manage the budget and schedule, identifying individual tasks, each of which is tracked by the Project Manager to facilitate timely budget completion of individual project parts. Microsoft Project software will be used to establish the master project schedules in accordance with the WBS so that cost, schedule, and responsibility can be integrated into each work element for budgeting and monitoring purposes. Detailed Task Breakdowns, including hours per task, provide a straightforward means of tracking the progress of the total scope and budget as well as the budget for each individual task. They also provide essential information to determine the project’s critical path and report project status. Communications Plan The Communications Plan component of the PMP identifies the relationship of all key project stakeholders and establishes the protocol for team communications and documentation. Contacts will be established for City staff, external stakeholders, and the HDR Team, and all communications will be via that established conduit. This eliminates duplicate or contradictory communications and directives and allows for all decision documentation to be collected, stored, and acted upon as appropriate. HDR centralizes all storage of technical and communication documentation in ProjectWise, an internet-based document management tool that uses a secured internet portal for viewing and editing information. HDR uses ProjectWise to manage electronic documents and facilitate the sharing of work among offices, subconsultants, and clients. With ProjectWise, the City’s staff can access updated project information at any time for any ongoing projects under this contract. Communication between the HDR Project Manager and the City’s staff is essential throughout the duration. Work products will be developed by establishing an optimum workload balance between senior professionals providing guidance and oversight, with the support of other professional and technical staff as defined by the scope of each assigned task. Our design experience with utility clients demonstrates that a clear list of specialized tasks included with each deliverable benefits the project and leads to a clear expectation for each milestone deliverable. Meeting these expectations translates to productive and engaging working meetings that maximize resources. At the outset of the project, we work with you to define the anticipated design discipline drawings, specifications, calculations, and permit drawings that can be expected at each of the interim design stages. Clearly understanding expectations at the project outset has been integral in the continuity of the submittal and review process with our clients. Our accelerated design process integrates permitting and stakeholder engagement while maintaining the project schedule. HDR uses a holistic vision on projects to identify reasonable solutions and coordinate with the City to proceed with the best. Our approach to selecting the “best” solutions will include identifying a critical sequence of construction requirements for efficient execution of the work and selection of materials and equipment that are suitable for the application which will meet City operation and maintenance (O&M) requirements. The sequence of construction and materials will be incorporated into the final design to produce bidding documents. Using this approach for other projects has resulted in substantial cost savings for our clients as a result of obtaining the most competitive pricing available under the current market conditions at the time of bidding. The Design Phase of the project can typically be broken into four phases: 30% Design (Preliminary), 60% Design, 90% Design, and Final Design. All drawings and specifications will be completed in accordance with City of Hollywood standards and Broward County requirements. The following summarizes the anticipated design documents prepared for each phase of design development. HDR’s deep experience in design allows us to propose consolidating the phases of design as appropriate to fit the design scope at hand, saving the City money and time. Design Review Workshops: HDR will conduct design review workshops at 30%, 60% and 90% design milestones to review design documents with City staff. Design documents will be submitted to the City’s review team more than ten (10) working days prior to any Design Workshop for comments. Operability and Maintainability Reviews HDR has led several Operation, Maintenance, and Safety (OMS) workshops for their clients’ capital improvement projects. Its purpose is to use a formalized process to incorporate the input from a client’s operators, maintenance staff, and safety personnel into the design of a project. The OMS Workshop usually occurs once the 60% design documents and specifications are complete. It is facilitated by HDR’s experienced operations staff and includes the following types of personnel from the owner’s staff: lead facility operator(s), lead mechanical and electrical maintenance staff, lead instrument tech(s), and a safety leader. HDR staff review the plans and key specifications with the owner’s staff. Input is captured in a formal, written technical document. The focus is on equipment, mechanical/electrical, instrumentation and controls, plant layout, and impact on Preliminary Design (30%): Preliminary design will result in the development of a 30% design package which will include, at a minimum, the following drawings: • Base drawings utilizing field survey data • Preliminary Layout • Preliminary opinion of probable construction cost • Standard construction details • Permitting and easement requirements based on field survey and investigation (if needed) THE DESIGN PHASE 60% Design: Following the Preliminary Design Review meeting we will initiate the development of the detailed design package. Comments received as part of the Preliminary (30%) Design Review Workshop will be incorporated into the 60% Design documents. Final Design: The 100% design package will include resolution of all review comments received from Design Review Workshops and incorporate all regulatory review comments received from Broward County or other City permitting reviews. Once the responses are gathered, then a follow-up meeting is convened with the operations, maintenance, and safety personnel, as well as the design engineer and owner, to go over any questionable items. If comments are accepted, then they are incorporated into the project’s design. Benefits OMS Workshops create a formal process for capturing and incorporating ideas and recommendations of operations, maintenance, and safety personnel into the design of a capital project. The result is a design that: • Is safer for plant personnel. • Contains equipment consistent with other locations, resulting in reduced spare parts inventory and better maintenance. • Creates an atmosphere where operators and maintenance personnel can be more open with their comments and recommendations since engineers and upper management are not present. • Creates more of a sense of ownership and buy-in from plant personnel. • Causes less impact to existing operations during and after construction. HDR uses 3D models, such as this WTP example, to eliminate design conflicts and allow for more impactful input during design from operations and maintenance staff AUTODESK CIVIL 3D AND REVIT Building Information Modeling (BIM): HDR utilizes industry-leading design technology, including Building Information Modeling (BIM), to aid in our planning, design, and construction management efforts. For data collection, our team may supplement existing as-built information with a combination of topographic survey, terrestrial LiDAR scanning (laser 3D scanning), and subsurface utility engineering (SUE). We will then create a “digital twin” of your facility utilizing AutoDesk Civil 3D and Revit. The nominal investment in creating a model will pay forward into design delivery and schedule efficiencies. Our design team will build a BIM model of the impacted existing facilities to help identify possible conflicts and potential improvements to unlock capacity and improve processes. This approach will enable engaged design reviews with the operations staff using Bluebeam Revu. Budget and Schedule Controls HDR Project Managers use state-of-the-art tools which provide critical, real-time project information, including labor costs, expenses, staff availability and assignments, accounts receivable, quality control status, scheduling, earned value reports, and project reviews. All are available electronically on an internet-based platform. For all project assignments, we will provide the City Project Manager with a monthly Project Status Report, which will identify updated schedules as status (as appropriate), budget analysis, and projected monthly work tasks. As a practice, HDR conducts internal business reviews of each project on a monthly basis. At this meeting, the project principal and Florida leadership team review project metrics with the assigned project manager, including costs to date, costs to complete, schedule status, quality control milestones, and staffing/workload status. As a result, project managers are held accountable for keeping projects within schedule and budget constraints and have the support of leadership to deliver commitments to our clients. Specific techniques for controlling schedules, costs, and workloads are detailed in the remainder of this section. Schedule Control HDR Contract Manager Mario Loaiza will distill scope items into a work breakdown structure (WBS) of individual tasks and will assign each one a task leader, duration, and start date. Microsoft Project software will be used to establish the master project schedule in accordance with the WBS so cost, schedule, and responsibility can be integrated into each work element for budgeting and monitoring purposes. Detailed Task Breakdowns, including hours per task, provide a straightforward means of tracking the progress of the total scope and budget as well as the budget for each individual task. The existing SCADA system was comprised of several different types of RTUs along with proprietary base station software that was not able to accommodate RTUs with an open communications protocol. Therefore SEC specified a new base station, including both system hardware and software, to allow different types of RTUs to be installed in the field that previously would not have been able to communicate with the base station. We also specified the new RTUs to replace those at the lift stations that were aging and in need of replacement. This new SCADA system provided the necessary flexibility that helped the City to save operating and maintenance costs by allowing for non‐proprietary, lower cost RTUs to be installed throughout their service territory. Palm Beach County, Lift Stations ‐ Larry Smith designed the SCADA/telemetry system improvements for 80 lift stations throughout Palm Beach County’s service area. New remote terminal units (RTU’s), including associated antenna towers, were added to provide remote status reporting to the central monitoring location. New pump control panels were designed to replace those that were in poor condition. New level transducers and PLC’s were provided for modernized pump control. Radio surveys were performed at all 80 sites to provide the County with additional data in order to better understand the limits of their lift station communication ranges. City of Sunrise, Sawgrass WTP Improvements ‐ Larry Smith designed the electrical systems for miscellaneous improvements to the City’s existing water treatment plant. This included the electrical power distribution, controls, and instrumentation. Four (4) existing transfer pumps at the clearwell were upgraded with larger motors. Two (2) of the pumps received new reduced voltage starters and the other two (2) new variable frequency drives (VFD’s). Other improvements included new metering pumps for the sodium hypochlorite, the replacement of three (3) concentrate booster pumps/ motors, a new air compressor, and the removal of the existing ozone generator. City of Lake Worth, Master Pump Station ‐ Larry Smith performed the electrical design, including power, controls, instrumentation and telemetry, for the conversion of the existing wetwell pump station to an in‐line booster station. Variable frequency drives (VFD’s) were used to match the varying wastewater flow into and out of the pump station. An upgraded telemetry system was designed to replace the existing, aging system, and to provide control and status reporting to the existing central station. Town of Jupiter Utilities ‐ Larry Smith has worked with the Town of Jupiter on several of their recent utilities projects. He has successfully resolved power quality issues within the Nano‐filtration Plant. He has made improvements to the existing high service pumps by designing new variable frequency drives (VFD’s) to replace existing reduced‐voltage motor starters. CONSULTANT shall provide to CITY professional engineering (including design, planning, permit application and construction administration) services in all phases of the work to which this Agreement applies. 2. The exact nature and magnitude of the required professional services cannot be defined precisely at the time of entering into this Agreement. The services to be performed by CONSULTANT will be set forth in the scope of services described in Work Orders to be issued by CITY from time to time. 3. The services to be provided by CONSULTANT are generally described herein. The CITY reserves the right to add or delete component parts when preparing Work Orders or to issue work in phases. The Work Orders, as issued, represent the entire scope of services between CITY and CONSULTANT. 4. Work to be performed under this contract will be authorized on a case-by-case basis through the issuance of individual Work Orders. A detailed scope of services will be incorporated into each Work Order. A written Work Order shall be issued approving a proposal for any Work Order under this Agreement. Work Orders shall be considered part of this agreement, and will be appended hereto. 5. At the CITY's Request for Proposal, CONSULTANT shall provide a written description of services proposed to be provided under a Work Order. CONSULTANT shall respond to Requests for Proposal in a timely manner. 6. CONSULTANT's Work Order Proposal shall be based on the CITY's Request for Proposal, discussions with CITY's staff, CONSULTANT's knowledge of similar work, local conditions, and field investigations. As a minimum, the proposal shall consist of a background of problem, scope of work, schedule and cost of services. To the extent applicable, CONSULTANT's Proposal shall be prepared substantially in accordance with this Agreement. The Work Order proposal shall provide comments on the scope of services, as well as a detailed staff hour estimate where appropriate, a fee proposal in standard format, and support for all costs contained in the fee proposal. The supporting information must be adequate to determine a factual basis for all costs contained in the proposal. 7. Sufficient documentation must be provided with the fee proposal to support the basis for all proposed direct expenses. Written quotes from vendors, invoices reflecting prices paid on previous purchases, copies of catalog pages, etc. may be used as support for the proposed prices. Verbal quotes from vendors may be acceptable if adequate supporting documentation (name and telephone numbers of the person furnishing the price quote) is provided. The acquisition of any individual item costing more than $1,000 shall be supported by at least two quotes, when competition exists. 8. Each Work Order shall be subject to a separate written "Notice to Proceed" to be issued by CITY. Work shall not commence until issuance of the appropriate written "Notice to Proceed." 9. An amendment to a Work Order must be completed if the project schedule, project scope or the construction budget is changed. This document will also be used to authorize additional services if required. 10. Services by Consultant's Own Staff: The services to be performed hereunder shall be performed by CONSULTANT's own staff, unless otherwise authorized in writing by the CITY. The employment of, contract with, or use of the services of any other person or firm by CONSULTANT, as independent consultant or otherwise, shall be subject to the prior written approval of the CITY. No provision of this Agreement shall, however, be construed as constituting an agreement between the CITY and any such other person or firm. The City will provide a scope of services and execute a separate addendum, or “Work Order” to the contract for each specific request. Consultant services will include, but not be limited to, the conceptual, preliminary and final design, permitting, construction administration and management, studies, reviews and other services necessary to implement the City’s proposed Capital Improvement Program, and such incidental projects as are necessary for daily operation.
