REGULAR MEETING MINUTES TUESDAY, JUNE 8, 2022, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Anna Hochkammer Councilmember Kraft Vice Mayor Katie Abbott Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of May 3, 2022 (Special Meeting) • Minutes of May 10, 2022 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, WAIVING THE COMPETITIVE BID REQUIREMENTS AND AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH BROWN ESTATES, LLC. FOR THE PURCHASE OF TREES; PROVIDING FOR AN EFFECTIVE DATE. (2022-37) Village Council Joseph M. Corradino, Mayor Katie Abbott, Vice Mayor Shannon del Prado Anna Hochkammer Doug Kraft Yocelyn Galiano, ICMA-CM Village Manager Priscilla Torres, CMC Village Clerk Mitchell Bierman Village Attorney June 8, 2022 Village Council Meeting Page 2 of 5 #Pinecresting • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO AMEND THE EXISTING CONTRACT WITH GRANICUS TO PROVIDE FOR THE UPGRADE OF THE CONTENT MANAGEMENT SYSTEM FOR THE VILLAGE’S WEBSITE; PROVIDING FOR AN EFFECTIVE DATE. (2022-38) Councilmember Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Vice Mayor Abbott and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Kraft and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT WITH MKSK INC. FOR THE GARY MATZNER PARK CONCEPTUAL DESIGN; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Charlie Bibb, 13191 Southwest 72 Avenue; and Daniel Enekes, 6463 Southwest 107 Street, Pinecrest. Councilmember Hochkammer made a motion to adopt the resolution. The motion was seconded by Vice Mayor Abbott. Resolution 2022-39 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: There were no special presentations. VI. ORDINANCES: The village clerk read the following ordinance, on second reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE PINECREST CODE OF ORDINANCES, CHAPTER 30, LAND DEVELOPMENT REGULATIONS, ARTICLE 9, RULES OF CONSTRUCTION AND DEFINITIONS; PROVIDING FOR AMENDMENT AND ADOPTION; PROVIDING FOR INCLUSION IN THE VILLAGE OF PINECREST CODE OF ORDINANCES; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. June 8, 2022 Village Council Meeting Page 3 of 5 #Pinecresting The mayor opened the public hearing. The following addressed the Council: Daniel Enekes, 6463 Southwest 107 Street, Pinecrest. Councilmember Kraft made a motion adopting the ordinance. The motion was seconded by Councilmember Hochkammer. Ordinance 2022-11 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Councilmember Hochkammer shared the results of the Driver’s License Suspension Task Force Final Report, and recommended that the village supports working with the county’s court system. The mayor spoke about his participation in an organizational meeting with Miami-Dade County Mayor Levine Cava, along with other municipalities, to examine the region's affordable housing crisis. The council came to an agreement to sign the sign-on letter supporting collaborative solutions to the housing crisis in the area. The mayor gave an update about the county’s latest draft ordinance of the Rapid Transit Zone (RTZ). The manager submitted the following communiques and reports to the Council: • May 2022 Follow-up Report • Monthly Departmental Reports • Employee Vaccination Update The council directed the manager to notify Milo Care, the provider of vaccination and testing services at Suniland Park, of the intent to terminate services in 30 days. The Council directed the manager to provide an updated fire study. The manager discussed the Budget meeting dates for 22-23. The clerk introduced Assistant Village Clerk Nicole Tobias. The Council authorized the manager to amend the retainer agreement with Weiss Serota Helfman Cole & Bierman, P.L., with the new rate of $300 per hour. VIII. RESOLUTIONS: There were no resolutions to discuss. June 8, 2022 Village Council Meeting Page 4 of 5 #Pinecresting IX. PLANNING: The following quasi-judicial proceeding was held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain: HEARING #2022-0111-1. Kendall Imports, LLC (Applicant) is requesting the village council’s final determination of architectural harmony and approval of their request to internally illuminate the existing entrance portal at the front of the Kendall Toyota automobile dealership, located at 10943 Pinecrest Parkway, Florida, within the BU-1A General Business Development, and BU-2, Special Business Development Zoning Districts. (Deferred from January 11, 2022, February 8, 2022, March 8, 2022, April 12, 2022, May 10, 2022, and June 8, 2022) Councilmember Kraft made a motion to defer the hearing to July 11, 2022. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. HEARING #2022-0608-1. G.F.B. Enterprises, LLC (Owner) and Lou Campanile (Applicant) are requesting approval of a preliminary subdivision plat (“Kendall Imports North”) for the platting of property and the creation of one commercial tract on property located at 10601 and 10661 Pinecrest Parkway, Florida, within the BU-1A, General Business Development Zoning District. Tract “A” is proposed to be 1.45 acres (63,365 square feet) in area. Lou Campanile, the applicant, addressed the Council. Planning Director Steve Olmsted gave an oral report, based on staff’s memorandum of May 27, 2022, recommending approval with conditions of the request. The mayor opened the public hearing. There were no speakers. Councilmember Hochkammer made a motion to approve the request with staff recommendations. The motion was seconded by Vice Mayor Abbott and adopted by a 5 – 0 voice call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott and Mayor Corradino voting Yes. X.
