DATE: December 15, 2024 TO: The Honorable Mayor and Members of the Village Council FROM: Yocelyn Galiano, ICMA-CM RE: Road Renaming 70 Avenue between 126 Street and 133 Street The Village has been approached by Cynthia Demos to consider renaming a street after her father, long-time Palmetto Island resident Angelo “Ange” Demos of 12601 SW 70 Avenue. A rare centenarian amongst Pinecrest’s pioneers, Mr. Demos was born on October 17, 1924, and passed on November 7, 2024. He was a resident of Pinecrest since 1973 and was the person responsible for incorporating “Palmetto Island” in Pinecrest where he lived. Some of the most noteworthy lifetime accomplishments that distinguish Mr. Demos as an excellent public servant include his service in the US military as a World War II combat soldier. As a combat soldier, Mr. Demos fought in the greatest battle of the greatest war in U.S. history, The Battle of the Bulge. Following his active military service, Mr. Demos remained in the reserves for another 30 years where he rose to the rank of Bird Colonel. As a reservist, he worked in intelligence at the Pentagon and later became the commandant for the 3387th Miami USAR School at The University of Miami. His many military accolades include The Bronze Star, The Legion of Merit, The French Legion of Honor. He is also a member of the 35th Infantry Division Hall of Fame and his picture hangs in the 35th Division Museum in Topeka, Kansas. Following his military career, Mr. Demos graduated from the University of Miami law school and practiced law in South Florida for seventy- one years. Chapter 26, Article II, Sections 26-31 through 26.34 establishes the procedure for naming, renaming and co-designating Village roads, streets or public ways as follows: Sec. 26-31. - Procedure. The village council may, by resolution adopted after a public hearing, name, rename or co- designate any village road, street or public way, provided, however that no such road, street or public way shall be named, renamed or co-designated for any living person. Notice of the public hearing shall be sent by certified mail to all property owners of record on the affected road, street or public way with a pre-addressed and postage-paid response card. No road, street or public way shall be renamed unless positive response cards are received from at least 75 percent of the property owners of record on the affected street, road or public way. Sec. 26-32. - Certified copy of resolution to be provided to certain departments. Upon adoption of a resolution naming, renaming or co-designating any village road, street or public way, the village clerk shall provide a certified copy of the adopted resolution to the village's building and planning department, the village's public works department, the Miami-Dade County public works department, and the United States Postal Service. Sec. 26-33. - Public notice. The village clerk shall publish notice of any street name change in a newspaper of general circulation within the village in substantially the following form: NOTICE OF STREET NAME CHANGE Public notice is hereby given that the Village Council of the Village of Pinecrest, Florida has enacted a resolution changing the name of ___________ to ___________. This name change is effective immediately and has been duly recorded with the United States Postal Service. Sec. 26-34. - Cost. The cost for replacing any existing street signs with signs bearing the new street name or co- designation shall be the responsibility of the person, group, organization, or other entity initiating the request for the new street name or co-designation.
