RESOLUTION NO. 2024- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, WAIVING THE COMPETITIVE BID REQUIREMENTS AND AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH FRONTIER BUILDING FOR SUNILAND PARK PARKING LOT RESTORATION; PROVIDING FOR AN EFFECTIVE DATE.

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby waives the procurement code requirements for competitive bidding for expenditures more than $100,000 and authorizes the Village Manager to execute an agreement with Frontier Building, for parking lot restoration at Suniland Park. Olmsted, AICP, LEED-GA Planning Director RE: Suniland Park/Suniland Place – Parking Lot Restoration Waiver of Competitive Bidding With approval of the site development plan for development of a new Chick-Fil-A restaurant on the site of the former BB&T Bank located at 13001 Pinecrest Parkway, the Village Council is requiring repaving and restriping of that portion of the Suniland Park/Suniland Place Parking lot immediately east of the subject property. Bowman Engineering has submitted plans for the repaving of that portion of the parking lot as required and Frontier Building is the contractor that will be completing the work. Subsequently, staff has also requested a cost estimate from the same contractor to mill, repave, and restripe the remaining portion of the parking lot south of the Chick-Fil-A property to SW 130 Street so that the entire parking lot can be repaved and resurfaced at the same time. A copy of the cost estimate in the amount of $128,369.00, prepared and submitted by Frontier Building on March 7, 2024 is attached. Staff recommends that the Village Council waive the competitive bidding process and authorize the Village Manager to negotiate an agreement with Frontier Building for the repaving of the parking lot south of the Chick-Fil-A property so that the same contractor can coordinate and complete repaving of the entire parking lot at the same time.
