VS. VILLAGE OF PINECREST, CASE NO. 21-CV-22819-RKA The Executive Session was requested by the attorney at a public meeting and was duly noticed by the clerk. The following item was withdrawn from the consent agenda by Councilmember del Prado and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO ROGAR MANAGEMENT FOR THE SIDEWALK FLAGS REPLACEMENT 4TH PHASE PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. AGENDA/ORDER OF BUSINESS: The attorney requested deferral of Item VI.A.1 to a further month. Vice Mayor Greenberg made a motion to defer the item to the September meeting. The motion was seconded by Councilmember del Prado and adopted by a voice call vote as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The Council considered researching the matter and coordinating with the County. Pinecrest residents Eric Bustillo, Ana Carolina Boucas, and Bianca Alfonso, presented to the Council regarding power outages along Pine Needle Lane. FPL Representative Andy Martinez also addressed the Council. The Council discussed streamlining communication for resident concerns through the manager. Eryn Russell from the Florida League of Cities presented the 2025 Florida Municipal Achievement Award for Environmental Stewardship to the Village of Pinecrest. Ms. Russell recognized the Village for its Everglades Earth Cycle Project. VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2024-2025 OPERATING AND CAPITAL OUTLAY BUDGET (3rd QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Meyer made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember del Prado and adopted by a 5 – 0 roll call vote as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The clerk announced the second reading for September 16, 2025. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman offered to donate services through his company to repair two drains and resurface the Village Hall parking lot. The Council unanimously agreed to accept the donation of services. The Council discussed the ongoing Kendall Drive and Red Road intersection improvement project and concerns about safety due to incomplete work. The manager noted the project is led by Miami-Dade County, which recently changed contractors, and delays may be weather-related. The manager will follow up with the County and provide an update to the Council. The manager confirmed post-construction replanting of canopy and understory trees, coordination with private property owners for planting outside the right-of-way, and clarified canopy loss calculations. Section 3.

2(5) of the Village Charter, presented to the Council the 2025-2026 Annual Budget Report. The manager discussed selecting a voting delegate for the upcoming Florida League of Cities Annual Conference. Several members of the Council are unavailable, but they agreed that whoever attends can serve as the delegate. The decision is due by July 31. The manager provided an update on outstanding code enforcement fines. The planning director addressed the Council and recommended referring properties with fines over $200,000 to a collection agency and pursuing legal action through the Village Attorney. The Council reached consensus to proceed with this strategy to ensure compliance, recover funds, and avoid further accrual of fines, with flexibility for mitigation or payment plans when appropriate. The manager provided an update on non-conforming signs along US 1/Pinecrest Parkway. The planning director addressed the Council. The Council unanimously agreed to proceed with notifying property owners to begin the compliance process. Signs installed over 15 years ago will have 5 years to come into compliance, as required by code, while newer signs will be given a 10-year period. Off-premises billboards will be addressed separately due to state regulations.
