REGULAR MEETING MINUTES THURSDAY, APRIL 18, 2024, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by acting chair at 6:00 p.m. Present were the following: Councilmember Katie Abbott Councilmember Ken Fairman Councilmember Anna Hochkammer Vice Mayor Shannon del Prado (virtual) Mayor Joseph M. Corradino (virtual) Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman Councilmember made a motion to allow Mayor Corradino and Vice Mayor del Prado to participate virtually via the Zoom Platform. The motion was seconded by Councilmember Fairman and adopted by unanimous consent. Councilmember Fairman made a motion to select Councilmember Hochkammer as the Chairperson for the meeting. The motion was seconded by Councilmember Abbott and adopted by unanimous consent. II. PLEDGE OF ALLEGIANCE: Councilmember Hochkammer led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of March 19, 2024 (Regular Meeting) April 18, 2024 Village Council Meeting Page 2 of 6 #Pinecresting • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AN AGREEMENT, ON BEHALF OF THE VILLAGE, WITH THE CITY OF MIAMI FOR POLICE MUTUAL AID; PROVIDING FOR AN EFFECTIVE DATE. (2024-17) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO J&H PAINTING FOR THE MUNICIPAL CENTER EXTERIOR IMPROVEMENTS PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (2024-18) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH BOHEMIAN SPARK CAFE FOR CYPRESS HALL CONCESSIONAIRE; PROVIDING FOR AN EFFECTIVE DATE. (2024-19) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO LOCAL AGENCY PROGRAM AGREEMENT WITH FDOT FOR THE CONSTRUCTION OF THE KENDALL DRIVE SHARED USE PATH; PROVIDING FOR AN EFFECTIVE DATE. (2024-20) Chairperson Hochkammer opened the public hearing. The following addressed the Council: Patricia Brid, 6280 Southwest 88 Street; and Jose Hernandez, 5701 Southwest 88 Street, Pinecrest. Councilmember Abbott made a motion adopting the consent agenda items. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by the manager and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER IN A CONTRACT WITH METRO EXPRESS FOR MOSS RANCH ROAD MILLING & RESURFACING; PROVIDING FOR AN EFFECTIVE DATE. The chairperson opened the public hearing. There were no speakers present. Mayor Corradino made a motion adopting the resolution with the following amendment: April 18, 2024 Village Council Meeting Page 3 of 6 #Pinecresting A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER IN A CONTRACT WITH METRO EXPRESS ARROW ASPHALT & ENGINEERING, INC. FOR MOSS RANCH ROAD MILLING & RESURFACING; PROVIDING FOR AN EFFECTIVE DATE. The motion was seconded by Councilmember Abbott. Resolution 2024-21 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Chief Cohen administered the swearing-in ceremony for Sergeant Jonathan Carrasco, congratulating him on his promotion. The Council extended their warm wishes to Sergeant Carrasco for a successful tenure in his new role. Pinecrest resident Al Kramer presented to the Council regarding traffic issues and concerns on SW 72 Avenue and proposed traffic calming measures such as chicanes and speed restriction changes. The Council considers re-polling neighbors and modifying policy to prioritize public safety. VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA AMENDING THE PINECREST CODE OF ORDINANCES, CHAPTER 30, LAND DEVELOPMENT REGULATIONS, BY REVISING ARTICLE 4, ZONING DISTRICT REGULATIONS, DIVISION 4.4, PUBLIC AND SEMI- PUBLIC SERVICES (PS) DISTRICT REGULATIONS; AND ARTICLE 5, ADDITIONAL REGULATIONS, DIVISION 5.5, FENCES, WALLS, AND HEDGES; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The planning director addressed the Council. Chairperson Hochkammer opened the public hearing. Victoria Trucco, 12385 Southwest 73 Avenue; Leticia Goodier, 6801 Southwest 106 Street; and Patricia Brid, 6280 Southwest 88 Street, Pinecrest, addressed the Council. April 18, 2024 Village Council Meeting Page 4 of 6 #Pinecresting Councilmember Abbott made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Fairman. Ordinance 2024-2 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman introduced resident Charlie Reverte, who presented the Pinecrest Native Plant of the Month. Vice Mayor del Prado gave an update regarding the success of the pilot composting program, having composted 26,500 pounds of food in its first year. The Council discussed the possibility of continuing the program, pending county funding. Plans for expanding drop-off sites are considered, and residents are encouraged to support the program by contacting officials. It was consensus of the Council for the Village to serve as a sponsor of the Miami- Dade County League of Cities 70th Annual Gala at the Bronze level in the amount of $5,000. The manager submitted the following communiqués and reports to the Council: • March 2023 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update The manager provided an update regarding the northern portion of the Christ the King property, stating that a letter of interest for the acquisition of the property has been submitted and is awaiting response. The manager made a presentation to the Council regarding the Gary Matzner Park Conceptual Design of the entryway feature. It was consensus of the Council to proceed with Concept 3A. RESOLUTIONS: NONE IX. PLANNING: The following proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain. All witnesses giving testimony in the following quasi-judicial proceedings were sworn-in by the village clerk. HEARING #2024-0418-1. MMG PINECREST SHOPPES LLC (OWNER); AND BOB DE LA FUENTE, ESQ. AND LEHTINEN SHULTZ PLLC (APPLICANTS) ARE REQUESTING APPROVAL OF A CONDITIONAL USE PERMIT (SALE OF ALCOHOL FOR CONSUMPTION ON THE PREMISES) TO ALLOW THE ON-PREMISE CONSUMPTION OF BEER AND WINE (2-COP LICENSE), FOR THE PROPERTY LOCATED AT 8189 SOUTHWEST 117 STREET. Bob de la Fuente, the applicant, addressed the board. Planning Director Stephen Olmsted gave an oral report, based on staff’s memorandum of April 10, 2024, recommending approval of the request. Chairperson Hochkammer opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting staff’s recommendation. The motion was seconded by Councilmember Fairman and adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. X.
