REGULAR MEETING MINUTES TUESDAY, MARCH 14, 2023, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Katie Abbott Councilmember Shannon del Prado Councilmember Ken Fairman Vice Mayor Anna Hochkammer Mayor Joseph M. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of February 13, 2023 (Workshop Meeting) • Minutes of February 14, 2023 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ACCEPTING THE AUDITOR’S ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR 2021-2022; PROVIDING FOR AN EFFECTIVE DATE. (2023-15) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO GREEN ALLIANCE, INC. FOR THE PINECREST GARDENS BUS STOP STRUCTURE REPAIR PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (2023-19) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO EXECUTE AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE TURF AND LANDSCAPE MAINTENANCE OF PINECREST PARKWAY (US 1); PROVIDING FOR AN EFFECTIVE DATE.(2023-20) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT EXTENSION TO A CONTRACT WITH CITI NATIONAL BANK FOR BANK OPERATING SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2023-21) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH GARBER FLEET SALES FOR POLICE VEHICLES; PROVIDING FOR AN EFFECTIVE DATE.(2023-22) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, WAIVING THE COMPETITIVE BID REQUIREMENTS AND AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH SAFE FLEET FOR IN-CAR CAMERA SYSTEMS; PROVIDING FOR AN EFFECTIVE DATE. (2023-23) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA APPROVING AND ACCEPTING A RIGHT-OF-WAY DEED FROM MR. CARLOS DE CESPEDES AND MS. CAROLINA ERDMANN FOR A PORTION OF 9675 SW 69 AVENUE; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE. (2023-24) The mayor opened the public hearing. There were no speakers present. March 14, 2023 Village Council Meeting Page 3 of 6 #Pinecresting Councilmember del Prado made a motion adopting the consent agenda items. The motion was seconded by Vice Mayor Hochkammer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Alex Barrios, assistant director of public works for FDOT, addressed the Council before introducing Gabriela Solares, a representative of Glue IQ, who gave a presentation regarding the bus rapid transit (BRT) update and station naming guidelines. Vice Mayor Hochkammer made a motion to express preference for the naming of the streets by street number. The motion was seconded by Councilmember del Prado. The mayor opened the public hearing. There were no speakers. The motion was adopted by a 4 – 1 voice vote. The vote was as follows: Councilmember Abbott, del Prado, Vice Mayor Hochkammer, and Mayor Corradino voting Yes; Councilmember Fairman voting No. Todd Kendall gave a presentation about solar road sign lights for stop signs. The Council recommended collecting more information for statistical analysis. VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2022-2023 OPERATING AND CAPITAL OUTLAY BUDGET (1st QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember del Prado made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember Fairman and adopted by a roll call vote as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The clerk announced the second reading for April 11, 2023. The Council discussed the following ordinance on first reading: March 14, 2023 Village Council Meeting Page 4 of 6 #Pinecresting AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING DIVISION 6.2, “TREE PRESERVATION AND PROTECTION,” OF CHAPTER 30 OF THE VILLAGE CODE OF ORDINANCES BY COMPREHENSIVELY REVISING PENALTIES RELATING TO UNPERMITTED TREE REMOVAL, TREE ABUSE AND HATRACKING, AND LANDSCAPE REGISTRATION REQUIREMENTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The planning director addressed the Council. The mayor opened the public hearing. Patricia Brid, 6280 Southwest 88 Street, Pinecrest, addressed the Council. Councilmember Fairman made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember Abbott and adopted by a roll call vote as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The clerk announced the second reading for April 11, 2023. The Council discussed the following ordinance on first reading: ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE BORROWING OF MONEY AND THE ISSUANCE OF DEBT IN AN AMOUNT NOT TO EXCEED $6,000,000 FOR THE PURPOSE OF FINANCING THE CONSTRUCTION, ACQUISITION, RENOVATION, AND EQUIPPING OF CERTAIN CAPITAL PROJECTS; AND PROVIDING AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. Patricia Brid, 6280 Southwest 88 Street, Pinecrest, addressed the Council. Vice Mayor Hochkammer made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Abbott and adopted by a roll call vote as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. REPORTS AND RECOMMENDATIONS: Councilmember Fairman discussed Pinecrest joining the 44 Challenge on 4/4, a blood drive to be held on April 4th, with the goal of obtaining 44 blood donations at the following locations: Evelyn Greer Park and Pinecrest Community Center. Councilmember Fairman suggested incorporating an additional pickleball court design at Coral Pine Park. It was the consensus of the Council to have the manager present alternate designs for the Council’s future consideration. The mayor discussed sidewalk connectivity at US-1 and 102 Street, 132 Street, and 136 Street. It was the consensus of the Council to proceed to hold priority on sidewalk connectivity at these locations. The manager submitted the following communiqués and reports to the Council: • February 2023 Follow-up Report • Monthly Departmental Reports • Vaccination Update • Freebee Update The manager provided the Council with an analysis of current on-demand transportation services in order to identify alternative options for funding the services in the event the grant is not secured in the future. The manager discussed repurposing of police fund in the current budget. It was the consensus of the Council to repurpose funds in the amount of $60,000 to deploy more license plate readers. The attorney gave the Council an update on the state law that placed constraints on elected officials' and municipalities' ability to lobby other agencies after a constitutional amendment was struck down by the court. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING THE 2023 STRATEGIC PLAN; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Vice Mayor Hochkammer made a motion to adopt the Strategic Plan as amended. The motion was seconded by Councilmember Fairman. Resolution March 14, 2023 Village Council Meeting Page 6 of 6 #Pinecresting 2023-25 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X. SCHEDULE OF FUTURE MEETINGS: The following schedule of future meetings was presented to the public: • VILLAGE COUNCIL TUESDAY, APRIL 11, 2023, 6:00 P.M. XI.
