RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO WAYPOINT CONTRACTING, INC. FOR THE ALEYDA MAS PARK CONSTRUCTION PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “Aleyda Mas Park Construction” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, Waypoint Contracting, Inc. submitted the most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that Waypoint Contracting, Inc. has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the Aleyda Mas Park Construction Project Invitation to Bid packet in an amount not to exceed $13,687,824.50. The project includes Mechanical, Electrical, Plumbing, Landscape, Irrigation, Structural, Lighting and Interior work. As a result of the ITB, the following four (4) bids were received by March 17, 2026, deadline: Waypoint Contracting $13,687,824.50 H.A. Contracting $19,678,821.00 Lunacon Construction $16,597,027.00 West Construction $17,417,308.88 Based on staff’s evaluation of the proposals received, I respectfully recommend that the Village Council adopt the attached resolution awarding the contract for the Aleyda Mas Park Construction Project to the lowest responsive and responsible bidder, Waypoint Contracting, Inc., in the amount of $13,687,824.50. The FY 2026 Budget currently includes $ 7,438,405.06 for this project, with the remaining balance of $6,249,419.44 to be incorporated into the proposed FY 2027 Budget. The recommended contractor has been advised that, depending on the outcome of upcoming budget discussions, the project may need to be phased and/or certain elements value- engineered to align with available funding.
