REGULAR MEETING MINUTES TUESDAY, OCTOBER 8, 2024, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Katie Abbott Councilmember Anna Hochkammer Vice Mayor Shannon del Prado Mayor Joseph M. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of September 10, 2024 (Regular Meeting) • Minutes of September 17, 2024 (Special Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR AND ACCEPT A BEAUTIFICATION GRANT, AND ENTER INTO A BEAUTIFICATION GRANT, LANDSCAPE CONSTRUCTION, AND MAINTENANCE MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, PROVIDING FOR AN EFFECTIVE DATE. (2024-62) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRO EXPRESS FOR CONCRETE CURBING/SIDEWALK CONSTRUCTION, MILLING AND RESURFACING OF ASPHALT CONCRETE, STRIPING OF STREETS AND PARKING LOTS, AND LANE DELINEATORS; PROVIDING FOR AN EFFECTIVE DATE. (2024-63) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH ARROW ASPHALT & ENGINEERING, INC. FOR MISCELLANEOUS ROADWAY SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2024-64) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH HDR ENGINEERING, INC. FOR MISCELLANEOUS CIVIL ENGINEERING DESIGN SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2024-65) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ACCEPT THE MATCHING GRANT FROM THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) FOR SUNILAND PARK IMPROVEMENTS; PROVIDING FOR AN EFFECTIVE DATE. (2024-66) October 8, 2024 Village Council Meeting Page 3 of 7 #Pinecresting The mayor opened the public hearing. The following addressed the Council: Layla Jaime, 7390 Southwest 131 Street; and Tomas Rodriguez-Fiocco, 12200 Southwest 71 Court, Pinecrest. Councilmember Abbott made a motion adopting the consent agenda items. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Mayor Corradino and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH STANTEC CONSULTING SERVICES FOR THE VILLAGE OF PINECREST SAFE STREETS AND ROADS FOR ALL (SS4A); PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Vice Mayor del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Abbott. Resolution 2024-67 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: State Senator Alexis Calatayud provided an update regarding the 2025 session of the Florida Legislature. VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, COMPREHENSIVELY AMENDING THE VILLAGE CODE OF ORDINANCES TO ALLOW PUBLICATION OF LEGALLY REQUIRED ADVERTISEMENTS AND NOTICES TO BE MADE IN ANY MANNER PERMITTED UNDER FLORIDA LAW, INCLUDING THROUGH PUBLICLY ACCESSIBLE WEBSITES; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council. The mayor opened the public hearing. There were no speakers. October 8, 2024 Village Council Meeting Page 4 of 7 #Pinecresting Vice Mayor del Prado made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Hochkammer. Ordinance 2024-8 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Vice Mayor del Prado presented a resolution regarding the Vision Zero program by the City of Coral Gables, aimed at improving traffic safety. The Council unanimously expressed support of the program and proposed an enabling resolution for the council’s support at an upcoming meeting. The manager submitted the following communiqués and reports to the Council: • September 2024 Follow-up Report • Monthly Departmental Reports • Freebee Update • Gulliver Prep Annual Enrollment Certification The manager made a presentation regarding a proposed beautification project on SW 120 Street and Old Cutler Road. The Council directed the manager to issue an RFP for the project. The manager provided an update on the trial relocation of the farmer’s market. The Council unanimously agreed to proceed permanently with the new location. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • U.S. Constitution Week (September 17 - 23, 2024) The clerk submitted a copy of the minutes of the Zoning Board meeting of September 25, 2024. The clerk submitted the Office of the Village Clerk Annual Report for the fiscal year 2023- 2024. The mayor, on behalf of the Council, presented a proclamation, a plaque, and a bronze seal to Councilmember Abbott in recognition of her six years of service as a member of the Village Council. VIII. RESOLUTIONS: There were no resolutions considered by the Council. IX. PLANNING: The following proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain. All witnesses giving testimony in the following quasi-judicial proceedings were sworn-in by the village clerk. HEARING #2024-1008-1. RE CONSULT 1 LLC (OWNER) AND AGD DEVELOPERS, LLC - GERHARDT GRILL (APPLICANT) ARE REQUESTING APPROVAL OF A FINAL SUBDIVISION PLAT (“RIDGELINE CORNER”) FOR THE DIVISION OF PROPERTY AND CREATION OF TWO (2) SINGLE-FAMILY RESIDENTIAL LOTS. LOT 1 IS PROPOSED TO BE 46,500 SQUARE FEET IN GROSS AREA (40,500 SQUARE FEET NET); AND LOT 2 IS PROPOSED TO BE 62,403 SQUARE FEET IN GROSS AREA (44,767SQUARE FEET NET); FOR THE PROPERTY LOCATED AT 6200 SOUTHWEST 120 STREET. The Council disclosed ex parte communications. Gerhardt Grill, the applicant, addressed the Council. Planning Director Olmsted gave an oral report, based on his memorandum of September 30, 2024, recommending approval of the request, subject to conditions of approval. The mayor opened the public hearing. There were no speakers present. Vice Mayor del Prado made a motion to approve the variance with staff recommendations. The motion was seconded by Councilmember Abbott and approved on a 4 – 0 vote. The vote was as follows: Councilmembers Abbott, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. HEARING #2024-1008-2. THE MOST REVEREND THOMAS G. WENSKI, AS ARCHBISHOP OF THE ARCHDIOCESE OF MIAMI, HIS SUCCESSORS IN OFFICE, A CORPORATION SOLE (OWNER) AND CARLA LOPEZ (APPLICANT) ARE REQUESTING APPROVAL OF A FINAL SUBDIVISION PLAT (“MORNINGSTAR RENEWAL CENTER”) FOR THE PLATTING OF PROPERTY LOCATED AT 7275 SW 124 STREET, PINECREST, FLORIDA, WITHIN THE PS, PUBLIC SERVICE ZONING DISTRICT. PROPOSED TRACT “A” IS 350,497 SQUARE FEET (8.05 ACRES) IN AREA. THE PURPOSE OF THE PLAT IS TO SATISFY PLATTING REQUIREMENTS AND ALLOW THE FUTURE ADDITION OF A NEW MEETING ROOM, RESTROOMS, AND OUTDOOR PLAZA ON THE PROPERTY. The mayor opened the public hearing. There were no speakers present. Councilmember Hochkammer made a motion to approve the variance with staff recommendations. The motion was seconded by Councilmember Abbott and approved on a 4 – 0 vote. The vote was as follows: Councilmembers Abbott, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. HEARING #2024-1008-3. JEAN BERNARD PIERRE-LOUIS (OWNER) AND LUIS BERMUDEZ (APPLICANT) ARE REQUESTING APPROVAL OF A PRELIMINARY SUBDIVISION PLAT (“PARAISO ESTATES”) FOR THE DIVISION OF PROPERTY AND CREATION OF TWO (2) SINGLE-FAMILY RESIDENTIAL LOTS ON PROPERTY LOCATED AT 6060 SW 120 STREET, PINECREST, FLORIDA, WITHIN THE EU-1, RESIDENTIAL ESTATE ZONING DISTRICT. LOT 1 IS PROPOSED TO BE 52,284 SQUARE FEET IN GROSS AREA (46,087 SQUARE FEET NET); AND LOT 2 IS PROPOSED TO BE 60,709 SQUARE FEET IN GROSS AREA (45,942 SQUARE FEET NET). The Council disclosed ex parte communications. Planning Director Olmsted gave an oral report, based on his memorandum of September 30, 2024, recommending approval of the request, subject to conditions of approval. The mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion to approve the variance with staff recommendations.
