REGULAR MEETING MINUTES TUESDAY, OCTOBER 14, 2025, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of September 9, 2025 (Regular Meeting) • Minutes of September 16, 2025 (Special Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT WITH CHECKMARK COLLECTIONS FOR COLLECTION AGENCY SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2025-61) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE AUTO RENEWAL OF LEGACY SOFTWARE AGREEMENTS FOR IT SOFTWARE AND SERVICES; PROVIDING FOR AN EFFECTIVE DATE. Councilmember Fairman made a motion adopting the consent agenda items with the amendment as presented of the minutes of September 16, 2025, on page 4. The motion was seconded by Councilmember Greenberg and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRIC ENGINEERING FOR MISCELLANEOUS STORMWATER MANAGEMENT DESIGN SERVICES AND MISCELLANEOUS CIVIL DESIGN SERVICES; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Fairman made a motion adopting the resolution. The motion was seconded by Councilmember del Prado. Resolution 2025-63 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING THE 2025 MIAMI-DADE COUNTY LOCAL MITIGATION STRATEGY; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Vice Mayor Greenberg made a motion adopting the resolution. The motion was seconded by Councilmember del Prado. Resolution 2025-64 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE DRAFT October 14, 2025 Village Council Meeting Page 3 of 6 #Pinecresting VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH SCS ENGINEERS FOR A TRANSPORTATION FEE STUDY; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion to table the resolution. The motion was seconded by Councilmember Fairman and adopted by unanimous consent. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Pinecrest resident David Edelman, 10125 Southwest 71 Avenue, presented to the Council regarding traffic issues and concerns on SW 71 Avenue and proposed traffic calming measures such as speed restriction changes. The following residents also addressed the Council: Linda Bittel, 10100 Southwest 71 Avenue; Jessica Jaar, 10225 Southwest 71 Avenue; and Ted Tate, 10140 Southwest 71 Avenue, Pinecrest. The Council considers reviewing the Transportation Master Plan and speed limit policies, identify priority streets for safety improvements, and bring recommendations back to the Council for further discussion. VI. ORDINANCES: There were no ordinances considered by the Council. VII. REPORTS AND RECOMMENDATIONS: The Council discussed regulations on gravel in the right-of-way. The manager and public works director addressed the Council. The Council agreed to explore possible alternatives or modifications during an upcoming workshop on land development regulations. The Council presented a proclamation designating September 10, 2025, to be Porch Pinecrest Day, to Maryann Rio, representing Porch Pinecrest. The manager submitted the following communiqués and reports to the Council: • September 2025 Follow-up Report • Monthly Departmental Reports • Freebee Update • Freebee Correspondence • Peafowl Update Report • Gulliver Prep Annual Enrollment Certification • School Zone Camera Safety Program Annual Report The council reviewed staff’s car count report for the True North school location, confirming the site remains in compliance with established vehicle caps during peak DRAFT October 14, 2025 Village Council Meeting Page 4 of 6 #Pinecresting hours. Staff will continue conducting monthly car counts, followed by a formal traffic study by an engineer. The council discussed the need for a school crossing guard at the True North school location to support safe walking and biking to school. Staff will explore funding options, including use of school zone camera safety program funds, and report back with cost information. The council discussed Gulliver School’s enrollment compliance and traffic impacts related to its expansion. The council directed the manager to evaluate and report back prior traffic study projections compared to current traffic conditions to assess accuracy and potential mitigation needs. The council reviewed progress toward the Village’s tree canopy goals and discussed options to accelerate planting efforts. Staff will continue current programs while exploring opportunities to enhance canopy growth as resources allow. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • U.S. Constitution Week (September 17 - 23, 2025) • PORCH Pinecrest Day (September 16, 2025) • World Alzheimer’s Awareness Month (September 2025) The clerk submitted a copy of the minutes of the Education Advisory Council meeting of September 16, 2025. The clerk submitted the Office of the Village Clerk Annual Report for the fiscal year 2024- 2025. The Council scheduled a workshop to discuss the Village budget and Transportation Safety in the Village, for November 12, 2025, at 9:00 a.m. The attorney discussed the current fees for the Firm’s legal services. Vice Mayor Greenberg made a motion authorizing the manager to accept the retainer agreement with the new hourly rates of $375. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH PLATEA GROUP FOR THE PINECREST GARDENS CYPRESS HALL RESTAURANT OPERATOR; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Jill Lerner, 12945 Southwest 82 Place, Pinecrest. Councilmember Fairman made a motion to approve the resolution. The motion was seconded by Vice Mayor Greenberg. Resolution 2025-65 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X. Planning Director addressed the Council and introduced Florida International University (FIU) Professors Mark Marine and Marilys Nepomechie, regarding the US1 Corridor Redevelopment Design Project, where students were tasked with providing design proposals for the North and South Sites along the US1 Corridor.
