He addressed the Council to discuss his affidavit report dated March 3, 2025. He was cross-examined by the Council. Alan Krischer, representing the applicant, did not have any questions for Mr. Moss. Councilmember Meyer made a motion to defer the hearing. Councilmember Fairman seconded the motion with the following amendment to the motion to include: approval of staff’s recommendations as amended. The amendment was accepted. The vote was as follows: Councilmembers Fairman, Meyer, and Mayor Corradino voting Yes; Councilmember del Prado and Vice Mayor Greenberg voting No. IV. SPECIAL PRESENTATIONS: The mayor, on behalf of the Council, presented a proclamation declaring March to be National Athletic Training Month. Scott Freer, Head Athletic Trainer at Palmer Trinity, along with Miami Palmetto High School Head Athletic Trainer Michelle Benz, and training aides were presented with the proclamation. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE BORROWING OF MONEY AND THE INCURRENCE OF DEBT IN AN AMOUNT NOT TO EXCEED $16,000,000 FOR THE PURPOSE OF FINANCING THE CONSTRUCTION, ACQUISITION, RENOVATION, AND EQUIPPING OF CERTAIN CAPITAL PROJECTS; ESTABLISHING ITS INTENT TO REIMBURSE CERTAIN CAPITAL EXPENDITURES INCURRED IN CONNECTION WITH SUCH CAPITAL PROJECTS WITH THE PROCEEDS OF A FUTURE TAX-EXEMPT FINANCING FROM THE FLORIDA MUNICIPAL LOAN COUNCIL OR OTHER OBLIGATIONS; AND PROVIDING AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. The following addressed the Council: Riva Steinman, 6421 Southwest 135 Drive, Pinecrest. Vice Mayor Greenberg made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Fairman. Ordinance 2025-2 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman announced that the Plant of the Month will be deferred to the April meeting. He also provided updates on upcoming events, including the 3rd Annual Blood Drive and Recycle Day, and shared information on the Village of Pinecrest's ongoing recycling efforts. Councilmember del Prado provided updates regarding the Pinecrest Composting Program, to include partnership with the Miccosukee Tribe. Councilmember Meyer reminded the community about the Adopt-a-Tree Planting Program and noted that further information is available on the village's website. The Council scheduled a workshop for March 19, 2025, at 9:00 a.m. regarding strategic planning. The regular meeting of July 8, 2025, was rescheduled to July 15, 2025. VIII.
