Authorize collection agency services agreement with CheckMark Collections

DATE: October 6, 2025 TO: The Honorable Mayor and Members of the Village Council FROM: Yocelyn Galiano, ICMA-CM, Village Manager RE: Resolution Authorizing the Village Manager to Negotiate a Professional Services Agreement with CheckMark Collections for Collection Agency Services The Village of Pinecrest published a Request for Qualifications (RFQ) for Collection Agency Services to provide professional debt collection services for outstanding code enforcement fines. As a result of the RFQ, six (6) proposals were received by the September 19, 2025, deadline as follows: • Debt Collectors International • Universal Collection Systems • CheckMark Collections • Bull City Financial Solutions • CredStar Revenue Services • Cedars Business Services A staff committee evaluated the proposals based on the firms’ experience and capability, project team and staffing, work plan, references, and completeness of the proposal. Based on these criteria, the committee selected CheckMark Collections as the first ranked firm. I hereby respectfully recommend the Village Council adopt the attached resolution authorizing the Village Manager to negotiate a professional services agreement with CheckMark Collections for Collection Agency Services. RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH CHECKMARK COLLECTIONS FOR COLLECTION AGENCY SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued a Request for Qualifications for firms interested in providing Collection Agency Services for outstanding code enforcement fines; and WHEREAS, the Village Manager received proposals by the published deadline; and WHEREAS, a staff evaluation committee has reviewed the proposals from the following firms: • Debt Collectors International • Universal Collection Systems • CheckMark Collections • Bull City Financial Solutions • CredStar Revenue Services • Cedars Business Services

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Manager is hereby authorized to negotiate with the firm of CheckMark Collections, pursuant to the state’s Competitive Negotiations Act, to provide Collection Agency Services for outstanding code enforcement fines.
