Authorize agreement with Zoo Solutions for Pinecrest Gardens avian project design

RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH ZOO SOLUTIONS INC. FOR DESIGN AND COST ESTIMATES FOR PINECREST GARDENS AVIAN PROJECT: PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Section 2-288 of the Code of Ordinances, the Village Council may, by majority vote, waive the competitive bidding procedures if determined that it is practical to do so; and WHEREAS, the Village Manager wishes to enter into an agreement with Zoo Solutions Inc. for Design and Cost Estimates for Pinecrest Gardens Avian project;

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager to waive competitive bidding fees and enter into the attached agreement with Zoo Solutions Inc. for Design and Cost Estimates for Pinecrest Gardens Avian Project. Zoo Solutions Inc. possesses nationally recognized expertise in the design of avian enclosures. During staff’s efforts to obtain competitive quotes, multiple zoological professionals recommended this firm based on its specialized qualifications and experience. This phase of work does not obligate the Village to proceed with construction; rather, it is required to accurately inform the Avian Project fundraising campaign efforts that the Friends of Pinecrest Gardens will oversee donations for. Zoo Solutions Inc. previously completed the project’s feasibility study and has direct familiarity with Pinecrest Gardens’ existing enclosures, site conditions, and operational needs. While the original feasibility study contemplated refurbishing several small enclosures and constructing three new aviaries, staff subsequently worked with Zoo Solutions to refine and scale the scope by reducing the number of enclosures and birds proposed for rehoming. Continuing with this firm will ensure design continuity, technical accuracy, and compliance with applicable animal welfare and safety standards, while minimizing risk and avoiding delays associated with onboarding a new consultant. Approval of this vendor contract is requested as the most efficient, prudent, and responsible approach to advancing this critical planning phase. Thank you for your consideration.
