REGULAR MEETING MINUTES TUESDAY, MARCH 19, 2024, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Katie Abbott Councilmember Ken Fairman Councilmember Anna Hochkammer Vice Mayor Shannon del Prado Mayor Joseph M. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of February 7, 2024 (Workshop) • Minutes of February 13, 2024 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ACCEPTING THE AUDITOR’S ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR 2022-2023; PROVIDING FOR AN EFFECTIVE DATE. (2024-8) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR LANDSCAPE MAINTENANCE OF PINECREST PARKWAY (US 1); PROVIDING FOR AN EFFECTIVE DATE. 361, FLORIDA STATUTES; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. (2024-10) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING PARKING RESTRICTIONS ALONG SOUTHWEST 57 AVE FROM SOUTHWEST 102 STREET TO SOUTHWEST 101 STREET, PURSUANT TO ORDINANCE 2001-6; PROVIDING FOR AN EFFECTIVE DATE. (2024-11) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH A.M.I. ENGINEERING FOR GENERAL ENGINEERING AND ARCHITECTURAL SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2024-12) The mayor opened the public hearing. There were no speakers present. Vice Mayor del Prado made a motion adopting the consent agenda items. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Mayor Corradino and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY TO ALLOW THE INSTALLATION AND MAINTENANCE OF DECORATIVE STREET LIGHTING WITHIN EXISTING ROUNDABOUTS IMPROVEMENT PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (2024- The mayor opened the public hearing. The following addressed the Council: Dean Warhaft, 13580 Southwest 67 Avenue; and Pat Brid, 6290 Southwest 88 Street, Pinecrest. Councilmember Hochkammer made a motion adopting the resolution. The motion was seconded by Vice Mayor del Prado. Resolution 2024-13 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. March 19, 2024 Village Council Meeting Page 3 of 7 #Pinecresting The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, WAIVING THE COMPETITIVE BID REQUIREMENTS AND AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH FRONTIER BUILDING FOR SUNILAND PARK PARKING LOT RESTORATION; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Patricia Brid, 6290 Southwest 88 Street, Pinecrest, addressed the Council. Councilmember Fairman made a motion to defer the resolution. The motion was seconded by Councilmember Hochkammer. The resolution was deferred to a later meeting by unanimous consent. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT WITH MIAMI- DADE COUNTY FOR RECEIPT OF $500,000 FROM GOB BOND PROCEEDS FOR THE POTABLE WATER PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Hochkammer made a motion adopting the resolution. The motion was seconded by Vice Mayor del Prado. Resolution 2024-14 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: The manager requested to add a presentation to Item V. V. SPECIAL PRESENTATIONS: The mayor presented a proclamation to Ellen Campos Sousa, Jennifer Price, and Vibha Tara, representing the World Happiness Foundation, designating March 20, 2024 as “International Day of Happiness”. The manager provided an update on the status of the Happiness Project. March 19, 2024 Village Council Meeting Page 4 of 7 #Pinecresting VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE PINECREST CODE OF ORDINANCES, CHAPTER 30, LAND DEVELOPMENT REGULATIONS, BY REVISING ARTICLE 4, ZONING DISTRICT REGULATIONS, DIVISION 4.4, PUBLIC AND SEMI-PUBLIC SERVICES (PS) DISTRICT REGULATIONS; AND ARTICLE 5, ADDITIONAL REGULATIONS, DIVISION 5.5, FENCES, WALLS, AND HEDGES; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The planning director addressed the Council. The mayor opened the public hearing. The following addressed the Council: Patricia Brid, 6290 Southwest 88 Street; Aaron Hollub, 6520 Southwest 109 Street; Harry Speizer, 10001 Southwest 70 Avenue; and Christina Jurado, 9900 Southwest 72 Avenue, Pinecrest. Councilmember Abbott made a motion to approve the ordinance on First Reading as amended. The motion was seconded by Councilmember Hochkammer and adopted by a roll call vote as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The clerk announced the second reading for April 18, 2024. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman gave a presentation and introduced two (2) plants as part of the Pinecrest Native Plant of the Month initiative. Councilmember Fairman discussed the possibility of transferring the proposed art to Matzner Park and planting a tree as part of the existing roundabouts improvement project. The Council was not open to the idea. The manager submitted the following communiqués and reports to the Council: • February 2024 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update Report • Miami-Dade Fire Rescue Annual Report March 19, 2024 Village Council Meeting Page 5 of 7 #Pinecresting The program’s veterinarian, Dr. Harris, provided an update on the Peacock Mitigation Program. The following item was considered separately by the Council after being approved as a consent agenda item. Councilmember Abbott made a motion to reopen the item for reconsideration. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice vote. The following item was reconsidered: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING PARKING RESTRICTIONS ALONG SOUTHWEST 64 COURT, FROM SOUTHWEST 88 STREET TO SOUTHWEST 92 STREET, PURSUANT TO ORDINANCE 2001-6; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Patricia Brid, 6290 Southwest 88 Street, Pinecrest. Councilmember Hochkammer made a motion to amend the resolution to include Southwest 65 Court. The motion was seconded by Councilmember Abbott. Resolution 2024-15 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, , Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The manager provided an update regarding the Village’s potential acquisition of a northern portion of the Christ the King property, including drafting a letter of interest for the purchase of the property. The manager discussed the possible installation of a walkway in the natural preserve of the Montgomery property with access from Aleida Mas Park, as well as a potential agreement for maintenance of the walkway. The manager gave an update on the development of Aleida Mas Park, formerly known as the Mas property. Councilmember Hochkammer had a discussion with the Council regarding traffic management and safety concerns regarding the Gulliver and Crossbridge Church project, highlighting the need for measures to prevent accidents and congestion on Ludlam Road. The Council directed the manager to follow up with the County, and increase monitoring by public works and the police department, and report back to the Council on findings. March 19, 2024 Village Council Meeting Page 6 of 7 #Pinecresting Vice Mayor del Prado discussed the overgrowth of grass in the canals with the Council. The Council directed the manager to obtain contracting options for canal maintenance. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Bomnin Volvo Cars Dadeland Day (February 12, 2024) • Colorectal Cancer Awareness Month (March, 2024) The clerk submitted a timeline for the meetings of the 2024 Charter Revision Commission and the following list of Council appointees to the commission appointed pursuant to
1(c) of the Village Charter: • Paul Sasso (Mayor Corradino) • Frank Sioli (Vice Mayor del Prado) • Ethan Shapiro (Councilmember Abbott) • Cindie Blanck (Councilmember Fairman) • Marika Lynch (Councilmember Hochkammer) • Anna Hochkammer (Non-voting Member) VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING PARTICIPATION IN A LAWSUIT SEEKING A DECLARATION THAT THE PROVISIONS OF
144(1)(d), FLORIDA STATUTES, THAT REQUIRE MUNICIPAL ELECTED OFFICIALS TO FILE FORM 6 FINANCIAL DISCLOSURE FORMS IS UNCONSTITUTIONAL AND INVALID; AND PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Councilmember Abbott made a motion to approve the resolution. The motion was seconded by Councilmember Hochkammer. Resolution 2024-16 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X.
