WORKSHOP MINUTES MONDAY, FEBRUARY 13, 2023, 9:00 A.M. PINECREST GARDENS/INSPIRATION CENTER 11000 RED ROAD PINECREST, FLORIDA The workshop was called to order by the mayor at 9:00 a.m. Present were the following: Councilmember Katie Abbott Councilmember Shannon del Prado Councilmember Ken Fairman Vice Mayor Anna Hochkammer Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman The Council continued discussions from the workshop of January 18, 2023 relating to the Strategic Plan. The manager presented a draft of the proposed 2023 Strategic Plan and discussed with Council goals and key-intended-outcomes of the following six pillars of plan: • Organizational Excellence and Financial Stability • Secure and Safe Community • Residential Character and Community Enhancement • Recreation and Infrastructure • Cultural Value • Environmental Sustainability • Transportation and Pedestrian Mobility The Council directed the manager to amend specified goals and key-intended- outcomes in the plan. The Council directed the manager to present additional information for the following items: • Purchase or Lease options of property between Christ the King and Athos • Dairy Queen property acquisition possibilities • Aquatic Center whitepaper • On-Demand Transportation service report (FreeBee) The Council directed the manager to carry out the milling and resurfacing project for the potable water project until it comes to a logical terminus. (2023-11) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, PERMITTING ALCOHOLIC BEVERAGES AT A PARTY TO BE HELD ON FEBRUARY 3, 2024 AT PINECREST GARDENS PURSUANT TO RESOLUTION 2002-4; PROVIDING FOR AN EFFECTIVE DATE. (2023-12) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH AUM CONSTRUCTION, INC. FOR MISCELLANEOUS CONSTRUCTION TRAFFIC OPERATIONS (SIGNS AND SIGNALS); PROVIDING FOR AN EFFECTIVE DATE. (2023-13) The mayor opened the public hearing. There were no speakers present. Vice Mayor Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Abbott and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRIC ENGINEERING, INC. FOR STORMWATER DESIGN SERVICES; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Resolution 2023-14 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: Councilmember Fairman requested the addition of a Council discussion as Item VIII-A-1. There were no objections to the agenda changes. V. SPECIAL PRESENTATIONS: Chief Cohen gave a presentation on the department's 2022 year in review and its plans for 2023. VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING AND UPDATING CHAPTER 30 “LAND DEVELOPMENT REGULATIONS”, REVISING REQUIREMENTS RELATING TO PLACEMENT OF FIRE HYDRANTS, PROVIDING FOR AMENDMENT AND ADOPTION; PROVIDING FOR INCLUSION IN THE CODE OF ORDINANCES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The planning director addressed the Council. The mayor opened the public hearing. Maria Hiers, 12645 Southwest 81 Avenue; Maria Corina Vegas, 6795 Southwest 102 Terrace; Harry Speizer, 10001 Southwest 71 Avenue, Pinecrest, addressed the Council. Councilmember Abbott made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Fairman. Ordinance 2023-3 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE VILLAGE CODE OF ORDINANCES, February 14, 2023 Village Council Meeting Page 4 of 6 #Pinecresting CHAPTER 30, LAND DEVELOPMENT REGULATIONS, ARTICLE 6, ENVIRONMENTAL REGULATIONS, BY CREATING DIVISION 6.16, ILLICIT STORMWATER DISCHARGES AND CONNECTIONS, TO REGULATE NON- STORMWATER DISCHARGES INTO THE VILLAGE’S STORMWATER DRAINAGE SYSTEM; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The planning director addressed the Council. The mayor opened the public hearing. Maria Hiers, 12645 Southwest 81 Avenue, Pinecrest, addressed the Council. Councilmember Abbott made a motion to approve the ordinance on Second Reading. Councilmember del Prado seconded the motion. Ordinance 2023-4 was adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman discussed the inclusion of provisions in ordinances with the effective date. The Council unanimously directed the attorney to draft guidelines and present it at a future meeting. The manager submitted the following communiqués and reports to the Council: • January 2023 Follow-up Report • Monthly Departmental Reports • Vaccination Update • CRS Report • Freebee Update The planning director provided an update on the Miami Palmetto Senior High School Redevelopment. RESOLUTIONS: There were no resolutions. There was a recess from 6:58 to 7:00 p.m. IX. PLANNING: All witnesses giving testimony in the following quasi-judicial proceedings were sworn-in by the village clerk. Hearing #2013-0214-1. Kaan and Alexandra Kaleli Aguirre (owners and applicants) are requesting approval of a variance from the side yard setback requirements of Division 4.2(C)5.G of the Village’s Land Development Regulations to allow an existing shed to remain 5 feet from the west (side street) property line instead of 30 feet as otherwise required, and a variance from the requirements of Division 5.19(J) of the Village’s Land Development Regulations to allow placement of a generator forward of the corner side building line, for the property located at 6841 Southwest 104 Street. Kaan Kaleli, the applicant, 6841 Southwest 104 Street, addressed the Council. Planning Director Olmstead gave an oral report, based on his memorandum of February 6, 2023, recommending denial of the variance. The mayor opened the public hearing. There were no speakers present. Vice Mayor Hochkammer made a motion to deny the variance. The motion was seconded by Councilmember Fairman and approved on a 5 – 0 vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer and Mayor Corradino voting Yes. X.
