Establish Pinecrest Parkway Citizens Committee for commercial corridor review

RESOLUTION NO. 2022- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ESTABLISHING THE PINECREST PARKWAY CITIZEN’S COMMITTEE; PROVIDING FOR MISSION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Strategic Plan has identified objective to review the Land Development Regulations in the commercial corridor to identify opportunities to promote mixed-use, with a focus on transportation hubs associated with the planned bus rapid transit; and WHEREAS, the Village Council wishes to establish a Pinecrest Parkway Citizen’s Committee, pursuant to the provisions of Ordinance 2013-7, to work collaboratively with architectural consultants and staff to formulate recommendations for the updated plan;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA AS FOLLOWS: Section 1. That a seven-member “Pinecrest Parkway Citizen’s Committee” is hereby established pursuant to the provisions of Ordinance 2013-7. All appointments to the committee shall expire on September 30, 2022, unless extended by the Village Council. In addition to the appointments required by Ordinance 2013-7, the Pinecrest Parkway Citizen’s Committee shall have two additional appointments as follows: • One (1) appointment by Mayor • One (1) appointment by Village Manager Section 2. The Pinecrest Parkway Citizen’s Committee shall be charged as follows: 1. Act as a sounding board or the Pinecrest community and staff by collaborating with the consulting architectural group to develop the updated Pinecrest Parkway (US 1) Vision Plan and meet at key times throughout the planning process to discuss issues, overall policy direction, and provide important feedback to Village staff and project consultants for consideration. -2- 2. Review key plan elements, attend scheduled dedicated Pinecrest Parkway Citizen’s Committee meetings throughout the project to work with the consultant team and Village staff, attend workshop meetings and adoption meetings to show support and continuity. 3. Provide feedback throughout the planning process, and provide a public face for the planning process and demonstrate the commitment of the Village to seek meaningful citizen input. Increase public awareness of, and participation in, the Vision Plan process. 4. Provide opportunities for exploring alternative strategies and building on commonalities and alliances by allowing in-depth, focused involvement and input of a wide range of stakeholders. 5. Enable participants to gain an understanding of other perspectives leading toward common ground for consultant recommendations. Section 3. This resolution shall take effect immediately upon adoption.
