(2024-32) The mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting the consent agenda items. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. AGENDA/ORDER OF BUSINESS: Item VII.A.1 was heard by unanimous consent as a special presentation at the request of Councilmember Fairman. V. SPECIAL PRESENTATIONS: Councilmember Fairman introduced resident Forrest Hobbs, who presented the Pinecrest Native Plant of the Month. VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE FUTURE LAND USE MAP OF THE VILLAGE OF PINECREST COMPREHENSIVE DEVELOPMENT MASTER PLAN FOR THE PROPERTY LOCATED AT 11855 SW 60 AVENUE (FOLIO No. 20- 5012-008-0150); AMENDING THE FUTURE LAND USE CLASSIFICATION FROM EU-1, RESIDENTIAL ESTATE TO PR, PARKS AND RECREATIONAL FACILITIES; PROVIDING FOR INCLUSION IN THE COMPREHENSIVE DEVELOPMENT MASTER PLAN; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. The motion was seconded by Councilmember Fairman. Councilmember Abbott amended the motion to bifurcate the issues into Article 5 and Article 7. The motion was seconded by Councilmember Hochkammer and adopted by a 4 – 1 voice vote. The motion was seconded by Councilmember Abbott and adopted by a 5 – 0 roll call vote as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. Vice Mayor del Prado made a motion to approve Article 7 on Second Reading. The motion was seconded by Councilmember Fairman and adopted by a 3 – 2 roll call vote as follows: Councilmembers Fairman, Hochkammer, Vice Mayor del Prado voting Yes; Councilmember Abbott and Mayor Corradino voting No. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman discussed the noise generated by leaf blowers in his area on the weekends. The planning director and senior code compliance officer addressed the Council. Code enforcement officials and police are regularly patrolling and issuing fines for offenses, as well as striving to guarantee regulatory compliance and public awareness. The manager submitted the following communiqués and reports to the Council: • June 2024 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update The manager presented the EV Charger Report to the Council, detailing the costs and options for installing Level 2 or Level 3 chargers in the village’s parks. The Council had a discussion and unanimously decided to prioritize Level 3 chargers at key locations like Pinecrest Gardens and Veterans Park, with a focus on updating codes to reflect the latest technology. The manager had a discussion with the Council regarding the grant approval for a new three-year grant for the on-demand transit service with Freebee. The manager delivered the final draft of the SW 82nd Avenue Complete Street Planning Project. The Council provided feedback and unanimously stated their preference for Figure 31, featuring a 10-foot shared-use path, ample bike lanes, and a valley-style gutter. The manager provided an update on the 136th Street bridge project. The manager, pursuant to
2(5) of the Village Charter, presented to the Council the 2024-2025 Annual Budget Report. The Council designated Councilmember Fairman to serve as the Village's voting delegate at the 2024 Florida League of Cities conference.
