SPECIAL MEETING MINUTES TUESDAY, SEPTEMBER 9, 2025, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA The special meeting was called to order by the mayor at 5:01 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Mayor Joseph M. The Council discussed the following matters relating to the 2025-2026 Operating and Capital Budget at 6:00 p.m. time certain: The manager made a brief presentation regarding the millage rate and proposed budget. The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING THE TENTATIVE MILLAGE RATE OF THE VILLAGE OF PINECREST FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2025 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL); SETTING A DATE FOR A FINAL PUBLIC HEARING TO ADOPT THE FINAL MILLAGE RATE; PROVIDING FOR PUBLICATION OF PUBLIC NOTICE; PROVIDING FOR AN EFFECTIVE DATE. September 9, 2025 Village Council Special Meeting Page 2 of 3 #Pinecresting The clerk announced that the proposed tentative millage rate of 2.503 was 14.96% greater than the roll-back rate of 2.1773. The mayor opened the public hearing. Vice Mayor Greenberg made a motion adopting the resolution and setting the millage rate at 2.503. The motion was seconded by Councilmember Meyer. Resolution 2025-54 was adopted by a 4 – 1 roll call vote. The vote was as follows: Councilmembers Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes; Councilmember del Prado voting No. The clerk announced that the public hearing to adopt the final millage rate is scheduled for September 16, 2025. The clerk read the following ordinance, on first reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING AN OPERATING AND CAPITAL OUTLAY BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2025 THROUGH SEPTEMBER 30, 2026 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL); UPDATING THE CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The Council unanimously made the following changes to the budget: • Added 6.25% salary increases for the manager and clerk Councilmember Meyer made a motion adopting the ordinance on first reading. The motion was seconded by Councilmember Fairman and adopted by a 4 – 1 roll call vote. The vote was as follows: Councilmembers Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes; Councilmember del Prado voting No. The clerk announced the second reading of the ordinance and final budget hearing for September 16, 2025. AGENDA/ORDER OF BUSINESS: The attorney requested deferral of Item VI.A.1 to a further month. Councilmember Fairman made a motion to defer the item to a future meeting. SPECIAL PRESENTATIONS: The Council presented a proclamation designating September 2025 to be Hunger Action Month, to Ruth Bonet, representing Feeding South Florida. VI. REPORTS AND RECOMMENDATIONS: The manager submitted the following communiqués and reports to the Council: • July and August 2025 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update • Red Light Camera Program Annual Report The manager provided the Council with an update regarding the construction of the Kendall Shared Use Path. The manager provided an update regarding the Peacock Mitigation Program. The manager presented a request from Miami Palmetto Football for the Panther football program. The Council unanimously agreed to donate $1,500. The manager presented a request from the property owner of 9000 Southwest 60 Court for the mitigation of fines in the amount $203,775.63. Daniel Milian, 201 South Biscayne Boulevard, Miami, representing the owner, addressed the Council. The Council unanimously denied the request to mitigate the fines with the owner. The clerk submitted a copy of the minutes of the Zoning Board meeting of July 30, 2025. IX. RESOLUTIONS: There were no resolutions considered by the Council. X. PLANNING: The following proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain. HEARING #2025-0916-1. CORAL OAKS TENNIS & WELLNESS LLC (OWNER) AND MATTHEW SPEATH (APPLICANT) ARE REQUESTING APPROVAL FOR (A) MODIFICATION OF AN APPROVED SITE PLAN TO INCLUDE THE REMOVAL OF ONE (1) TENNIS COURT AND THE ADDITION OF TWO (2) NEW PICKLEBALL COURTS, TWO (2) NEW PADEL COURTS, AND 10 ADDITIONAL PARKING SPACES; AND (B) APPROVAL OF A CONDITIONAL USE PERMIT TO ALLOW INSTALLATION OF OUTDOOR LIGHTS ADJACENT TO THE NEW PICKLEBALL COURTS, PADEL COURTS, AND OTHER EXISTING COURTS PURSUANT TO THE REQUIREMENTS OF THE VILLAGE’S LAND DEVELOPMENT REGULATIONS, DIVISION 5.25, TENNIS COURT/BASKETBALL COURT/ OUTDOOR RECREATIONAL AREA LIGHTING, AND IN COMPLIANCE WITH THE CRITERIA FOR A CONDITIONAL USE PERMIT AS PROVIDED IN DIVISION 3.3, CONDITIONAL USE APPROVAL; FOR THE PROPERTY LOCATED AT 10530 SW 57 AVENUE. The Council disclosed ex parte communications. Matthew Speech, the applicant, addressed the Council. Planning Director Olmsted gave an oral report, based on his memorandum of September 10, 2025, recommending approval of the request, subject to conditions of approval. The mayor opened the public hearing. The following addressed the Council: Robert Sackstein, 5850 Southwest 104 Street; Cindy Avila, 5800 Southwest 104 Street; and David Savett, 5800 Southwest 105 Street, Pinecrest. Vice Mayor Greenberg made a motion to approve the variance with the staff recommendations and the following additional condition: • In advance of final approval, the applicant will present to staff sufficient documentation that the compliance with the Village’s noise ordinance will be likely satisfied. The motion was seconded by Councilmember Fairman and approved on a 5 – 0 roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. HEARING #2025-0916-2.
