CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Jerry Greenberg Councilmember Ariel Meyer Vice Mayor Ken Fairman Mayor Joseph M. Councilmember del Prado moved to adopt the resolution as amended, with the condition that one evening per month be made available at no cost for community use by not-for-profit organizations or veterans. The motion was seconded by Councilmember Greenberg. Resolution 2026-25 was adopted by a 4 – 1 voice vote. Councilmember del Prado made a motion to approve the resolution as amended, to allow the membership to consist of up to twenty-four (24). The motion was seconded by Vice Mayor Fairman. AGENDA/ORDER OF BUSINESS V. SPECIAL PRESENTATIONS: The mayor, on behalf of the Council, presented a proclamation, a plaque, and a bronze seal to Councilmember del Prado in recognition of her five and a half years of service as a member of the Village Council. April 14, 2026 Village Council Meeting Page 5 of 14 #Pinecresting Pinecrest resident Vickie Siegel addressed the Council regarding malfunctioning school zone flashers and related speed camera tickets. Staff confirmed speed limits are enforced by time regardless of flashing lights and that coordination with the County is ongoing to address issues. Council took no action and deferred discussion to a related agenda item. The Village’s Youth Advisory Council (YAC) Chairperson Juliana Kaye, Vice Chairperson Sophie Perales, and Secretary Myles Messinger presented a summary of their activities and initiatives for the year. They also outlined planned improvements for the upcoming year, including restructuring projects and enhancing collaboration, and the Council expressed its support. VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, CREATING SECTION 36- 5 ESTABLISHING REGULATIONS FOR THE OPERATION OF MICROMOBILITY DEVICES WITHIN THE VILLAGE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The manager and chief addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Meyer made a motion to approve the ordinance on First Reading. REPORTS AND RECOMMENDATIONS: Councilmember Greenberg requested staff evaluate options to increase trapping capacity for iguanas and peacocks, including additional staffing or contracted services, and report back by budget discussions. Council also discussed potential options for handling captured animals, including possible revenue opportunities. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Flood Awareness Week (March 9 – 15, 2026) • Latin Builders Association Day (March 14, 2026) • Childhood in Exile: Operation Pedro Pan Day (March 16, 2026) The attorney requested an Executive Session to discuss the matter of Megladon, Inc. vs. Village of Pinecrest, Case No. 21-CV-22819-RKA. VIII. The mayor opened the public hearing. There were no speakers. Councilmember Greenberg made a motion to approve the resolution. The motion was seconded by Vice Mayor Fairman. The mayor opened the public hearing. There were no speakers. Councilmember Meyer made a motion to approve the resolution. The motion was seconded by Councilmember Greenberg. Resolution 2026-29 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. IX.
