REGULAR MEETING MINUTES TUESDAY, JUNE 10, 2025, 5:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 5:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer (virtual) Vice Mayor Jerry Greenberg Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman Councilmember Fairman made a motion to allow Councilmember Meyer to participate virtually. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of May 13, 2025 (Special Meeting) • Minutes of May 22, 2025 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RATIFYING THE APPOINTMENT OF SPECIAL MAGISTRATES/HEARING OFFICERS PURSUANT TO SECTION 2-141 OF THE CODE OF ORDINANCES; PROVIDING FOR AN EFFECTIVE DATE. (2025-42) June 10, 2025 Village Council Meeting Page 2 of 6 #Pinecresting The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the consent agenda items. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Vice Mayor Greenberg and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH MASTER FABRICATORS, INC. FOR UPPER GARDEN ZOO FENCE; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Vice Mayor Greenberg made a motion adopting the resolution. The motion was seconded by Councilmember Fairman. Resolution 2025-43 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Meyer and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH BALLPARK MAINTENANCE, INC. FOR THE SUNILAND PARK MULTIPURPOSE FIELD RENOVATION PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. Resolution 2025-44 was adopted by a unanimous voice vote. AGENDA/ORDER OF BUSINESS: The attorney requested deferral of Item VI.A.1 to a further month. Councilmember del Prado made a motion to defer the item to the July meeting. The motion was seconded by Councilmember Fairman and adopted by a voice call vote as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. V. SPECIAL PRESENTATIONS: The Council recognized the following Teachers of the Year and Rookie Teachers of the Year from Pinecrest’s public schools: • Teacher of the Year o Maribel Pizarro (Miami Palmetto Senior High) o Yeilin Loo (Palmetto Middle) o Alexandra Dominguez (Palmetto Elementary) o Jennifer Carricaburu-Garcia (Pinecrest Elementary) o Veronica De los Rios (Howard Drive Elementary) • Rookie Teacher of the Year o Bianca Mejias (Miami Palmetto Senior High) o Amanda Burns (Palmetto Middle) o Valeria Morales (Palmetto Elementary) o Lindley Castellanos (Pinecrest Elementary) o Karla Wilson (Howard Drive Elementary) The Council presented a proclamation to Miami Palmetto Senior High School for their outstanding contributions to the community through blood donation efforts in partnership with OneBlood and Chick-fil-A. Julio Cassell of OneBlood praised the school's long- standing efforts and highlighted the impact of working with community partners. The Council presented a proclamation to Pinecrest Premier Soccer Club to recognize youth coaches for their outstanding contributions to the community. Pinecrest resident Mindy Dickman presented to the Council regarding traffic issues and concerns on SW 122 Street, particularly during school hours, and suggested installing speed bumps. The Village Manager confirmed that a comprehensive traffic study of the school area is underway at the Council’s request. Vice Mayor Greenberg introduced Porch Pinecrest, a local group that works to combat hunger by supporting local children and families. Maryann Rio, representing Porch Pinecrest, provided an overview of their efforts with the Council and community. Under June 10, 2025 Village Council Meeting Page 4 of 6 #Pinecresting the direction of the Council, the manager offered to connect the organizers with the Communications Manager to help amplify outreach on social media. Vice Mayor Greenberg introduced Allyson Vaulx with Feeding South Florida, who provided an overview of their mission, operations, and regional impact. ORDINANCES: There were no ordinances considered by the Council. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman gave an update regarding the Pioneer Luncheon hosted by the Pioneer Garden Club. The manager submitted the following communiqués and reports to the Council: • May 2025 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update Report The Council had a brief discussion relating to utility lines, tree maintenance, and storm- related power outages. The following resident addressed the Council: Bob Panoff, 11800 Southwest 69 Court, Pinecrest. The manager presented to the Council a potential neighborhood beautification project at SW 123rd Street and SW 65th Avenue. By unanimous consent, the Council directed the manager to proceed with obtaining a conceptual design. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Eagle Scout Day (May 17, 2025) The Council scheduled the following Executive Sessions regarding collective bargaining: • Monday, June 16, 2025, at 10:00 a.m. • Friday, July 11, 2025, at 2:00 p.m. • Monday, July 14, 2025, at 5:00 p.m. The attorney requested an Executive Session to discuss the matter of Megladon, Inc. vs. Village of Pinecrest, Case No. 21-CV-22819-RKA for July 15, 2025, at 4:30 p.m. June 10, 2025 Village Council Meeting Page 5 of 6 #Pinecresting VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RELATING TO THE PROVISION OF SECURITY SERVICES WITHIN THE BOUNDARIES OF THE PINECREST BY THE SEA SECURITY GUARD SPECIAL TAXING DISTRICT (ALSO KNOWN AS THE GABLES BY THE SEA-PINECREST SECURITY GUARD SPECIAL TAXING DISTRICT); PROVIDING FOR AUTHORITY, PURPOSE, AND DEFINITIONS; PROVIDING FOR FINDINGS; PROVIDING FOR THE COLLECTION OF ASSESSMENTS FOR PROPERTIES IN THE DISTRICT FOR THE SECURITY SERVICES, INCLUDING THE METHOD OF COLLECTION, THE ESTIMATE OF DISTRICTWIDE SECURITY SERVICE COSTS, THE IMPOSITION AND CALCULATION OF ASSESSMENTS FOR FISCAL YEAR 2025-26, AND THE MAXIMUM ASSESSMENT RATE FOR FUTURE FISCAL YEARS; PROVIDING FOR NOTICE AND ESTABLISHMENT OF A PUBLIC HEARING FOR THE IMPOSITION OF THE SECURITY SERVICE ASSESSMENTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Councilmember del Prado made a motion to approve the resolution. The motion was seconded by Councilmember Fairman. Resolution 2025-45 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X.
